ВПЛИВ ЗРОСТАННЯ ВІЙСЬКОВИХ ВИТРАТ НА ЕКОНОМІЧНИЙ РОЗВИТОК КРАЇН

Анотація

У статті розглядається проблема визначення впливу зростання військових витрат на економічний розвиток країн. Розкрито теоретичні підходи до визначенні ролі військових видатків у державі. Проаналізовано основні концепції ваги військових витрат у економічному зростанні. Встановлено, що до позитивного впливу військових витрат на економічне зростання відносять: забезпечення мирного середовища для інвестиційної та виробничої діяльності, для внутрішніх та іноземних інвесторів; залучення ресурсів, зокрема населення, до науково-дослідної та дослідно-конструкторської діяльності; одержання технічних навичок тощо. До негативного впливу збільшення оборонних витрат на економіку віднесено: можливе витіснення приватних інвестицій, негативний платіжний баланс та знищення капіталу (фізичного та людського). Аналіз ситуації в Україні показав значний приріст витрат на оборонну функцію держави в замін видатків на розвиток економіки, соціальної інфраструктури, зростання оплати праці та інші заходи економічного розвитку країни.

THE IMPACT OF THE GROWTH OF MILITARY EXPENDITURE ON THE ECONOMIC DEVELOPMENT OF THE COUNTRIES

Summary

The article considers the problem of determining the impact of rising military spending on economic development. The purpose of this work is to study the theoretical foundations of the role of military spending in the economic development of the country and the analysis of this situation in Ukraine.
Theoretical approaches to determining the role of military expenditures in the state are revealed. It is established that military expenditures are the sum of financial resources allocated by the state for the formation and maintenance of the country's armed forces. They often reflect the extent to which the state perceives the likelihood of a threat against it. The size of the military budget also reflects the nation's ability to finance hostilities outside the country. High military spending is sometimes a reaction to active wars. The basic concepts of the weight of military expenditures in economic growth are analyzed. It is established that the positive impact of military spending on economic growth includes: providing a peaceful environment for investment and production activities, for domestic and foreign investors; involvement of resources, in particular the population, in research and development activities; obtaining technical skills, etc. The negative impact of increased military spending on the economy includes: possible displacement of private investment, negative balance of payments and destruction of capital (physical and human). The concept that proves that the link between economic growth and military spending is meager is highlighted. The analysis of the situation in Ukraine showed a significant increase in spending on the defence function of the state in exchange for expenditures on economic development, social infrastructure, wage growth and other measures of economic development of the country. Military spending has increased, GDP per capita has fallen, and economic development has slowed.
