МЕТОДИЧНІ ПІДХОДИ ОЦІНЮВАННЯ СТРУКТУРНИХ ЗРУШЕНЬ РЕГІОНАЛЬНОЇ ЕКОНОМІКИ ПІД ВПЛИВОМ КАПІТАЛІЗАЦІЇ ІНТЕЛЕКТУАЛЬНОГО ПОТЕНЦІАЛУ
Анотація
У статті досліджено існуючі методичні підходи оцінювання структурних зрушень регіональної економіки під впливом капіталізації інтелектуального потенціалу. Узагальнюючи існуючі вітчизняні та зарубіжні наукові дослідження у сфері формування та використання інтелектуальних ресурсів виокремлено три основні підходи до їх оцінки, а саме: по-перше, теоретичних підходів теорії людського капіталу; по-друге, теоретичних підходів теорії інтелектуального капіталу; по-третє, компетентнісних та кваліфікаційних підходів. Застосування теоретичних підходів теорії людського капіталу полягає в оцінці рівня підготовки працівників та можливості виконання ним певних функцій, причому капіталізації підлягають знання, уміння, навички працівників, їх креативні можливості. Узагальнена група моделей безпосередньої оцінки компонент інтелектуальних ресурсів, при застосуванні яких основна увага концентрується на обсягах накопичених та реалізованих знань, творчих, духовних, морально-вольових та креативних якостях особистості. Доведено, що відсутність уніфікованих підходів до визначення інтелектуальних ресурсів, процесів їх формування та використання, які трактуються як інтелектуалізація регіональної економіки наведені групи методів мають обмежені можливості для використання. Виявлено недоліки, що обмежують можливостей оцінки процесів інтелектуалізації регіональної економіки.

METHODICAL APPROACHES TO ASSESSING STRUCTURAL CHANGES IN THE REGIONAL ECONOMY UNDER THE INFLUENCE OF CAPITALIZATION OF INTELLECTUAL POTENTIAL
Summary
The existing methodical approaches of estimation of structural shifts of regional economy under the influence of capitalization of intellectual potential are investigated in the article. Summarizing the existing domestic and foreign research in the field of formation and use of intellectual resources, three main approaches to their evaluation are identified, namely: first, theoretical approaches to the theory of human capital; secondly, theoretical approaches to the theory of intellectual capital; third, competency and qualification approaches. The application of theoretical approaches to the theory of human capital is to assess the level of training of employees and the ability to perform certain functions, and capitalization is subject to knowledge, skills, abilities of employees, their creative potential. This approach uses intangible assets and individual competencies of employees involved in value creation as a basis for valuation and capitalization. The main tasks of assessing the processes of intellectualization in the regional economy according to these approaches are to increase the efficiency of regional economic systems by improving their functional structure, and the criterion for such changes is the level of development and use of intellectual resources. A generalized group of models for direct assessment of the components of intellectual resources, the application of which focuses on the amount of accumulated and implemented knowledge, creative, spiritual, moral and creative qualities of the individual. It is proved that the lack of unified approaches to the definition of intellectual resources, the processes of their formation and use, which are interpreted as the intellectualization of the regional economy, these groups of methods have limited opportunities for use. Shortcomings have been identified that limit the ability to assess the processes of intellectualization of the regional economy, which include: models based on the use of human development theory, which use subindexes to evaluate each of the elements of the studied systems, none of which contains a holistic set of indicators resource; most often the methods are limited to the study of only those components that can be evaluated, most often in monetary form; competence methods are focused mainly on the study of employment, which complicates the study of the social and settlement component, which in general is an important resource and tool for intellectualization, and so on.
