УПРАВЛІННЯ ЯКІСТЮ ГРУНТІВ В ЄС ТА УКРАЇНІ

Анотація

У статті досліджуються основні характеристик якості ґрунтів та управління ними. Здійснено порівняльний аналіз землекористування за регіонами світу. Виокремлено чинники, що чинники, що впливають на формування та ефективність практик управління ґрунтами, серед яких найважливішими є зростання кількості населення, дефіцит земельних ресурсів. Обґрунтовано, що недостатня кількість земельних ресурсів призводить до зростання рівня бідності, впливає на неефективність використання ґрунтів та є загрозою для продовольчої безпеки країн світу. Своєю чергою, негативні практики землекористування та управління ґрунтами призводять до їх деградації. Соціально-економічне коло проблем замкнуте.
На основі розрахунку рівня деградації ґрунтів доведено, що найбільша кількість деградованих земель розташована в Азії, на другому місці – Африка, на третьому – інші країни, Європа посідає четверте місце. На основі порівняльного аналізу середньосвітового рівня деградації ґрунтів із фактичними показниками за регіонами світу виокремлено дві групи: вище середнього рівня (Азія та Африка) та нижче середнього (Південна та Центральна Америка, Європа та інші країни). Обґрунтовано взаємозв’язок між якістю ґрунтів, кількістю населення, рівнем бідності та рівнем світової продовольчої безпеки. Доведено необхідність використання «Добровільних керівних принципів», розроблених ФАО, котрі дозволяють поєднувати національні стратегії, програми й політику з міжнародними нормами та стандартами задля вдосконалення системи управління грунтами, з одночасним вирішенням важливих соціальної економічних проблем. Порівняльний аналіз практик землекористування регіонів світу дозволив зробити висновок, що збереження якості та охорона грунтів є пріоритетним завданням на національному, регіональному та місцевому рівнях. На основі вивчення досвіду провідних країн світу доведено, що витрати фінансових та людських ресурсів на відновлення ґрунтів є значно вищими, ніж витрати на їх збереження, і можуть коливатися залежно від особливостей країни або регіону. На основі проведеного дослідження, зазначено, що населення світу продовжує зростати відповідно і збільшується попит на продовольство, котре забезпечується за рахунок земельних ресурсів, що є обмеженими. Обґрунтовано, що за умови відсутності виваженої політики, деградація ґрунтів буде постійно збільшуватися і може призвести до поглиблення бідності та загрожує світовій продовольчій безпеці.

SOIL QUALITY MANAGEMENT IN THE EU AND UKRAINE

Summary

The main characteristics of soil quality and its management are analyzed in the article. Comparative analysis of land use by regions of the world economy has been provided. The factors that influence the formation and effectiveness of soil management practices, among which the most important are population growth, shortage of land resources are identified. It is substantiated that the insufficient amount of land resources leads to an increase in poverty, affects the inefficiency of land use and is a threat to food security in the world. It has been proved on the basis of soil degradation assessment that the largest number of soil degradation is mapped in Asia, Africa is the second largest in the world, other countries rank third, Europe ranks fourth. Сomparative analysis of the world average degree of soil degradation applying actual indicators by regions have been used to map two groups: above average (Asia and Africa) and below average (South and Central America, Europe and other countries). The correlation between soil quality, population, poverty rate and global food security have beenjustified. It has been demonstrated the necessity to apply FAO's Voluntary Guidelines, which combine national strategies, programmes and policies with international norms and standards to improve soil management systems, while addressing important socio-economic issues. A comparative analysis of land use practices in the regions of the world allowed us to conclude that maintaining the quality and protection of soils is a priority at the national, regional and local levels. Based on the study of the experience of the world's leading countries, it is proved that the cost of financial and human resources for soil restoration is much higher than the cost of their preservation, and can vary depending on the country or region.
Based on the study, it is noted that the world's population continues to grow accordingly and the demand for food, which is provided by land resources, which are limited. It is justified that in the absence of a balanced policy, soil degradation will continue to increase and may lead to a deepening of poverty and threaten global food security.
