ПОВЕДІНКОВИЙ АСПЕКТ ФОРМУВАННЯ ЛЮДСЬКОГО ПОТЕНЦІАЛУ РОЗВИТКУ ТЕРИТОРІЇ

Анотація

Статтю присвячено аналізу актуальних напрямів імплікації досягнень поведінкової економіки в систему формування людського потенціалу розвитку територій. Визначено, що можливості здійснення управлінського впливу на поведінку носіїв людського потенціалу базуються на теорії м’якого підштовхування, яка дозволяє спонукати до вияву бажаної економічно доцільної поведінки. Розкрито чинники зовнішнього та внутрішнього середовища, що впливають на формування людського потенціалу розвитку території, виокремлено роль поведінкової складової. Обґрунтовано необхідність концентрації уваги на формуванні когнітивних навичок та побудови архітектури вибору, що визначатимуть виявлення у носіїв людського потенціалу поведінки відкритого типу, який у більшості випадків стимулює економічний розвиток території. Сформульовано принципову схему застосування принципів наджингу в системі економічних, соціальних та науково-технічних чинників формування людського потенціалу розвитку території.

BEHAVIORAL ASPECT OF SHAPING HUMAN POTENTIAL OF AREA DEVELOPMENT

Summary

The article is devoted to the analysis of the current directions for the implication of the behavioral economy achievements in the system of shaping the human potential for territories development. The possibility of interpreting human potential as unrealized properties, resources and opportunities for the implementation of socially useful activities has been proved. As a result, it can be considered as a source of economic development of the territory. The main achievements of behavioral economics are considered, as well as the possibility of its application in the context of regional and territory management. It has been determined that the possibility of accepting managerial influence on the behavior of carriers of human potential is based on the theory of soft nudge, which allows to induce the manifestation of the desired, economically expedient behavior. The factors of the external and internal environment influencing the formation of the human potential for the territory development are revealed, the role of the behavioral component is highlighted. The influence of cultural and behavioral aspects on the economic activity of the region is indicated, the behavioral characteristics that stimulate it are highlighted.
The necessity of focusing attention on the manifestation of cognitive skills and building an architecture of choice, which will determine the formation of carriers of human potential, behavior of an open type, which in most cases stimulates the economic development of the territory, has been substantiated. A schematic diagram of the nudging principles application in the system of economic, social, scientific and technical factors in shaping the human potential for the area development has been formulated. The necessity of using an empirical approach in defining goals and choosing a strategy for economically sound behavior, the formation of cognitive skills and the formation of an architecture of choice has been substantiated, as well as institutional support and consolidation, the formation of a supportive environment based on the strategic development of territories, expansion of social infrastructure, concentration of scientific and educational activity.
