БЛАГОДІЙНІСТЬ ЯК ДЖЕРЕЛО ФІНАНСОВИХ РЕСУРСІВ СОЦІАЛЬНОГО ЗАХИСТУ НАСЕЛЕННЯ

Анотація

В статті розглянуто особливості становлення та формування благодійності у системі суспільного розвитку. Визначено, що трансформація форм, принципів, механізмів, напрямів, технологій, соціальних пріоритетів та результатів благодійної діяльності відбувалась під впливом політичних, ідеологічних, правових, економічних, соціальних чинників. Показано основні тенденції функціонування благодійності в Україні. Проведено аналіз видів благодійності, категорій отримувачів та витрат за сферами надання благодійної допомоги у 2015–2018 роках. Обґрунтовано доцільність застосування потенціалу благодійності як джерела фінансових ресурсів соціального захисту населення та пріоритетного напряму державної політики у сфері доброчинності. Доведено, що благодійництво ефективно взаємодіючи з інституціями влади, підприємницькими структурами та громадськими організаціями здатне брати на себе місію вирішення частини тих нагальних соціальних проблем, які держава намагається вирішувати відповідно до запитів суспільства.

CHARITY AS A SOURCE OF FINANCIAL RESOURCES OF SOCIAL PROTECTION OF THE POPULATION

Summary

Insufficient state funding for social protection leads to the attraction of additional financial resources and the development of the public-voluntary sector, which performs a significant part of social work in society and affects the improvement of the quality of life of the population. Crisis trends in the socio-economic sphere encourage a rethinking of the role of civil society institutions and necessitate the creation of favorable conditions for the revival and development of forms and methods of charity of various organizations, public associations and individuals who complement the state social protection function in some cases, fully compensate for the role of the state in the implementation of social measures.
The article considers the peculiarities of the formation and formation of charity in the system of social development. It is determined that the transformation of forms, principles, mechanisms, directions, technologies, social priorities and results of charitable activity took place under the influence of political, ideological, legal, economic, social factors. The main trends in the functioning of charity in Ukraine are shown. An analysis of the types of charity, categories of recipients and costs by areas of charitable assistance in 2015-2018 is carried out. The greatest support from charitable organizations is received by: children and youth; institutions, establishments and teams; people with special needs; people in difficult life circumstances. Modern charity is characterized by flexibility, adaptability, sensitivity to public demands and needs, the ability to modify. The expediency of using the potential of charity as a source of financial resources for social protection and a priority of state policy in the field of charity is substantiated. It is proved that charity, effectively interacting with government institutions, business structures and public organizations, is able to take on the mission of solving some of the urgent social problems that the state is trying to solve in accordance with the demands of society.
