АНАЛІЗ ПОЛОЖЕНЬ ТЕОРІЇ ОБМЕЖЕНЬ У КОНТЕКСТІ ОРГАНІЗАЦІЇ СИСТЕМИ СТАЛОГО ЗЕМЛЕКОРИСТУВАННЯ
Анотація
В статті проаналізовано базові положення теорії обмежень, визначено їх сутність та вектори спрямованості. Проведено порівняльну характеристику особливостей виробничого процесу на промислових підприємствах та сільськогосподарських підприємствах. Зокрема, визначено групи факторів, що здійснюють вплив на еколого-економічний результат їх діяльності. Досліджено ефективність методології коригування механізмів управління, що базується на виокремленні слабких місць (ключових обмежень) організаційного процесу з подальшим спрямуванням зусиль на їх блокування чи переорієнтацію з негативного характеру впливу на доданий. Розглянуто наявну можливість введення основних принципів теорії обмежень до системи сталого сільськогосподарського землекористування як таких чинників, що мають не лише підвищувати ефективність виробничого процесу (економічна складова), а й сприяти збереженню продуктивних властивостей землі (екологічна складова).

ANALYSIS OF THE PROVISIONS OF CONSTRAINTS THEORY IN THE CONTEXT OF THE ORGANIZATION OF THE SUSTAINABLE SYSTEM OF LAND USE
Summary
The article deals with the provisions of the theory of constraints, defines their essence and perspective vectors of orientation. It is determined that the theory of constraints determines the mechanism of recognizing conflicts that prevent production structures from realizing their potential, and the concentration of organizational techniques for their complete or partial elimination. The comparative characteristic of features of production process at the industrial enterprises and the agricultural enterprises is carried out. In particular, groups of factors influencing the ecological and economic result of their activity are identified. It is substantiated that agriculture is significantly dependent on natural and climatic conditions and is a zone of risky production, which requires the subjects of land relations to make atypical decisions. The author also emphasizes the objective dependence of the process of agricultural production on a huge number of exogenous and endogenous factors, which complicates the application of the theory of constraints and requires its adaptation to the conditions of the productive land use system on the trajectory of sustainable construction. The author proposes the optimal scenario, which provides a combination of the latest technologies for growing crop products with a modern methodology of sustainable environmental and economic development.
The article examines the effectiveness of the methodology for adjusting management mechanisms, based on the identification of weaknesses (key constraints) of the organizational process with the subsequent focus on their blocking or reorientation from the negative to the positive impact. The author pays attention on the need to develop environmentally sustainable agricultural production with increasing demand for crop products. The existing possibility of introducing the basic principles of the theory of constraints into the system of sustainable agricultural land use as such factors that should not only increase the efficiency of the production process (economic component), but also contribute to the preservation of productive properties of land (environmental component).
