ЗАРУБІЖНІ МОДЕЛІ РОЗВИТКУ СОЦІАЛЬНОГО ПІДПРИЄМНИЦТВА

Анотація

Досліджено історію розвитку соціального підприємництва як головного інструменту державного регулювання ринку праці.
Сформовано підхід до визначення соціального підприємництво, як симбіоз поняття підприємництво та якісних ознак благодійної організації, що поєднує в собі отримання прибутку та реальне вирішення соціальних проблем та має інноваційну спрямованість. Досвід економічно розвинутих країни світу показав ефективність даної концепції, а також можливість її існування у різних формах, в залежності від характерних особливостей національних економічних систем.
Метою наукової статті є дослідження зарубіжних моделей розвитку соціального підприємництва та визначення національних особливостей його нормативно-правового регулювання, а також розробка пропозиції організації соціального підприємства для усунення соціальних проблем.
Проаналізовано англійську, німецьку, американську, польську, бразильську та індійську моделі організації та розвитку соціального підприємництва. Визначено можливості їх використання в Україні.
Відзначено англійську модель розвитку соціального підприємництва, особливістю якої є відсутність правової бази, не оподаткування прибутку та динамічний розвиток.
Запропоновано ввести соціальних консультантів у структуру органів місцевого самоврядування для активізації соціального підприємництва. Для оцінювання їх ефективності рекомендовано запровадити показник соціальної корисності як критерій якості послуг.
Розглянуто особливості правового забезпечення реалізації соціального підприємництва та сформовано перспективні напрями їх адаптації до сучасних українських умов ведення бізнесу.
Розроблено рекомендації щодо правового регулювання даного виду діяльності, а саме методологію визначення, оцінювання та державного управління.
Проаналізовано досвід США щодо особливостей реалізації соціальних проектів на традиційних підприємствах. Відзначено актуальність впровадження Закону Ірландії про загально приватне партнерство, що повинно бути імплементовано в Україні. Доцільно використати досвід Італії щодо формування ринку соціальних послуг, який дозволяє приватним особам конкурувати за надання послуг.
Сформовано види організаційно-правових форм соціального підприємництва в Україні,проаналізовано особливості їх функціонування. Проаналізовано та рекомендовано умови кредитування соціальних підприємств згідно програм соціального інвестування WNISEF.
Реалізація розроблених пропозицій сприятиме розвитку соціального підприємництва в Україні в умовах впливу пандемії.

FOREIGN MODELS OF SOCIAL ENTREPRENEURSHIP DEVELOPMENT

Summary

The history of the development of social entrepreneurship as the main tool of state regulation of the labor market is studied.
An approach to the definition of social entrepreneurship is formed as a symbiosis of the concept of entrepreneurship and qualitative features of a charitable organization that combines profit and a real solution to social problems and has an innovative focus.
The experience of economically developed countries has shown the effectiveness of this concept, as well as the possibility of its existence in various forms, depending on the characteristics of national economic systems.
The purpose of the scientific article is to study foreign models of social entrepreneurship development and determine the national features of its legal regulation, as well as to develop a proposal for the organization of a social enterprise to eliminate social problems.
English, German, American, Polish, Brazilian and Indian models of organization and development of social entrepreneurship are analyzed. Possibilities of their use in Ukraine are determined.
The English model of social entrepreneurship development is noted, the peculiarity of which is the lack of legal framework, non-taxation of profit and dynamic development.
It is proposed to introduce social consultants in the structure of local governments to enhance social entrepreneurship. To assess their effectiveness, it is recommended to introduce an indicator of social utility as a criterion for service quality.
Peculiarities of legal support of social entrepreneurship realization are considered and perspective directions of their adaptation to modern Ukrainian conditions of doing business are formed.
Recommendations for the legal regulation of this type of activity have been developed, namely the methodology for identification, evaluation and public administration.
The US experience on the peculiarities of the implementation of social projects in traditional enterprises is analyzed. The urgency of implementing the Irish Law on Public-Private Partnerships, which should be implemented in Ukraine, was noted. It is advisable to use the experience of Italy in shaping the market for social services, which allows individuals to compete for the provision of services.
The types of organizational and legal forms of social entrepreneurship in Ukraine are formed, the peculiarities of their functioning are analyzed. The conditions of lending to social enterprises according to WNISEF social investment programs are analyzed and recommended.
The implementation of the developed proposals will contribute to the development of social entrepreneurship in Ukraine in the context of the pandemic.
