ОСОБЛИВОСТІ ТА ТЕНДЕНЦІЇ РОЗВИТКУ ЦИФРОВОЇ ЕКОНОМІКИ В УКРАЇНІ

Анотація

Цифрова економіка є, насамперед, поданням на електронних носіях, по-перше, всіх матеріальних ресурсів (до яких належать: земельні ресурси, виробничі підприємства, фірми, товари, включаючи процес створення та впровадження, фінансові (включаючи банки) та державні організації, а по-друге, населення з його фінансовими можливостями, яке разом динамічно змінюється у просторі та часі.
Мета статті обумовлена дослідженням теоретичних аспектів цифрової економіки та інформатизації в цілому, її особливостей, проблем та тенденцій розвитку в Україні. В роботі досліджено необхідність переходу економіки від традиційного формату до цифрового в умовах глобальної інформатизації. Обґрунтовано, що новітні цифрові технології проникають в усі сфери господарського життя суспільства, тим самим впливаючи на економіку та її сутність та формуючи в ній структурні зміни. Як результат – формування цифрової економіки (ЦЕ), як підсистеми традиційної економіки та повна протилежність стандартам. ЦЕ відрізняється доволі активним використанням цифрових технологій та оборотом специфічних електронних товарів. Її рівень розвитку корелює з країновою конкурентоспроможністю, вимагаючи тим самим більш особливого приділення уваги від держави та бізнесу до її розвитку. Визначено, що цифрова економіка виступає інструментом економічного зростання та, як результат, покращення якості життя. Проаналізовано закон України «Про схвалення стратегії розвитку інформаційного суспільства в Україні» та «Стратегію розвитку інформаційного суспільства». Проаналізовано сучасний стан інформатизації в Україні, визначені перешкоди у розвитку цифрової економіки та пропозиції для їх подолання. Визначено, що для досягнення мети інформатизації пріоритетних галузей економіки та економіки в цілому, треба створити комплексну автоматизовану систему оброблення даних та управління, що створить цілісну інформаційну інфраструктуру. Зроблено висновки, що важливу роль в розвитку цифрової економіки відіграє держава.

FEATURES AND TRENDS OF DIGITAL ECONOMY DEVELOPMENT IN UKRAINE

Summary

The topic of the digital segment of the economy has become relevant due to qualitative changes in the economy and society. New technologies and platforms allow the management of enterprises and individuals to reduce the transaction costs of interaction on an ever-increasing scale and to maintain closer contact with business facilities and government agencies. The result is an economy based on network services, ie digital or electronic. The concept of "digitalization" indicates a new stage of improving the management of production of goods and services and production itself on the basis of "end-to-end" application of modern information technology, from the Internet of Things to e-government technologies. The main reason for the expansion of the digital segment of the economy is the growth of the transaction sector, which in developed countries accounts for more than a significant percentage of national GDP. This sector includes: public administration, consulting and information services, finance, wholesale and retail trade, as well as the provision of various utilities, personal and social services. The greater the degree of diversification and dynamics of the economy, the greater the amount of unique data circulating inside and outside the country and, accordingly, the more information traffic is generated within national economies. Therefore, the digital economy operates most effectively in markets with a large number of participants and a high level of penetration of ICT services.
The purpose of the article was due to the research of theoretical aspects of the digital economy and informatization in general, its features, problems and trends in Ukraine. The necessity of transition of economy from traditional format to digital in the conditions of global informatization was investigated in the work. It was substantiated that the latest digital technologies penetrate into all spheres of economic life of society, thereby influencing the economy and its essence and forming structural changes in it. As a result - the formation of the digital economy as a subsystem of the traditional economy and the complete opposite of standards. The digital economy was characterized by a fairly active use of digital technologies and the turnover of specific electronic goods. Its level of development correlates with the country's competitiveness, thus requiring more special attention from the state and business to its development. It was determined that the digital economy is a tool for economic growth and, as a result, improving the quality of life. The Law of Ukraine “On Approval of the Information Society Development Strategy in Ukraine” and “Information Society Development Strategy” were analyzed. The current state of informatization in Ukraine was analyzed, obstacles to the development of the digital economy were identified and proposals for overcoming them. It was determined that in order to achieve the goal of informatization of priority sectors of the economy and the economy as a whole, it is necessary to create a comprehensive automated system of data processing and management, which will create an integrated information infrastructure. It was concluded that the state plays an important role in the development of the digital economy.
