ФІНАНСОВЕ ЗАБЕЗПЕЧЕННЯ ВИЩОЇ ОСВІТИ В УКРАЇНІ: СТАН ТА НАПРЯМИ УДОСКОНАЛЕННЯ

Анотація

У статті досліджено стан фінансового забезпечення вищої освіти в Україні за останні роки. Розроблено напрями державної політики щодо покращення фінансування освіти, що вплине на підвищення якості освітніх послуг. Доведена необхідність активізації інвестиційної політики у напрямі залучення приватних інвестицій у сферу вищої освіти, а також запровадження стабілізаційних заходів, використовуючи інструментарій бюджетної та податкової політики. Окреслено потенційні внутрішні та зовнішні резерви розширення джерел фінансування вищої освіти. Наголошено на необхідності: розширення фінансової автономії ЗВО як чинника, що сприятиме підвищенню відповідальності за ефективне використання власних та залучених коштів; посилення фінансового контролю за результативним використанням ЗВО бюджетних коштів у аспекті підвищенню якості освіти та ефективності функціонування закладів.

FINANCIAL PROVISION OF HIGHER EDUCATION IN UKRAINE: STATUS AND IMPROVEMENT DIRECTIONS

Summary

The issue of higher education institutions financial provision at the present stage of society development is extremely relevant, as economic crisis deepening, limited business activity, rising unemployment, budget deficits and other COVID 19 pandemic negative consequences have changed the functioning conditions and narrowed higher education funding.
The purpose of the article is to assess the higher education financial support in Ukraine and outline the directions of public financial policy to improve it during financial and economic instability.
The analysis of the higher education funding sources structure and expenditures of the Consolidated Budget of Ukraine during the last five years allowed identifying the trends in Ukrainian higher education financial security.
The comparative analysis of education financing in Ukraine with individual countries of the world (Poland, Slovakia, Hungary, Turkey, Austria, the Czech Republic, Slovenia, and Lithuania) is carried out. Found that the level of education financing per one person receiving educational services in Ukraine is much lower. The directions of the state education financing improvement policy which will influence educational services quality increase are developed. The need to intensify the investment policy to attract private investment to higher education is proven, as well as the introduction of stabilization measures of public financial policy, using the tools of budget and tax policy. Potential internal and external reserves for higher education funding sources expanding have been identified. Both their potential financial capacity and higher education institutions financial support increasing limits are shown. Possibilities of using certain internal reserves in the current period and in the future to HEIs expand financial support are outlined.
The need to strengthen the following vectors of Ukrainian higher education institutions development is emphasized: the first is their financial autonomy expansion as a factor of increasing responsibility for own and borrowed funds efficient using; the second is institutional support of the mechanism of providing educational grants, stimulation of gifted youth learning grant financing by business expansion; the third is strengthening the state financial control over the budget funds effective use by institutions in terms of improving the quality of education and their operation efficiency.
