МІЖНАРОДНА МІГРАЦІЯ РОБОЧОЇ СИЛИ: ПРИЧИНИ ТА НАСЛІДКИ

Анотація

У представленій роботі досліджується процес міграції робочої сили на міжнародному рівні у сучасних умовах глобальної кризи. Міжнародна міграція робочої сили є частиною міграційних процесів, які відбуваються у світовому масштабі, вона стає однією з найважливіших форм міжнародних економічних відносин. Зростання масштабів трудової міграції за останні роки робить питання щодо економічних та соціальних недоліків та переваг міграції робочої сили надзвичайно актуальною проблемою серед економістів та політиків. У статті аналізуються причини виникнення та розвитку трудової міграції. Розглянуто позитивні та негативні наслідки досліджуваного процесу, їх вплив на національну економіку, та вплив пандемії COVID-19 на міжнародні міграційні процеси. Наведено приклади вирішення проблеми міжнародної трудової міграції шляхом регулювання світового ринку робочої сили на національному та міжнародному рівнях.
Для більш ефективного регулювання міграційних потоків необхідно проводити міждержавну міграційну політику. Така політика, на відміну від внутрішньої, включає в себе систему спеціальних заходів, які є більш жорстокими та більш регламентованими, а також законодавчих актів та міжнародних угод по регулюванню міграційних потоків.

INTERNATIONAL LABOR MIGRATION: CAUSES AND CONSEQUENCES

Summary

This work examines the process of labor migration at the international level in the conditions of the current global crisis. International labor migration is part of the migration processes that take place worldwide, it is becoming one of the most important forms of international economic relations. The growing scale of labor migration in recent years has made the issue of economic and social disadvantages and benefits of labor migration an extremely pressing issue among economists and politicians. The article analyzes the causes of the emergence and development of labor migration. The positive and negative consequences of the studied process, their impact on the national economy, and the impact of the COVID-19 pandemic on international migration processes have been considered. Examples of solving the problem of international labor migration at present and in general by regulating the world labor market at the national and international levels have been given.
More effective regulation of migration flows requires implementation of an interstate migration policy. Such policy, as opposed to domestic one, includes a system of special measures that are more stringent and regulated, as well as legislation and international agreements to control migration flows.
Initial estimates of migration flows in 2020 show that the COVID-19 pandemic has had a significant impact on them in the first half of the year, with the number of new residence permits issued to migrants declined by an average of 46%.
The effects of the coronavirus continue to be felt around the world. To date, a number of
general observations can be made on pandemics and international migration. National measures to combat COVID-19 must take into account international migrants, regardless of their legal status.
Due to the COVID-19 pandemic, 2020 could be a historic low for international migration, with bans and restrictions on entry as well as interregional and interstate travel. Over the past half century, international migration has become a fundamental and important component of the globalized economy, and many countries rely on immigration to foster future economic growth. Therefore, appropriate programs will be developed to formulate effective policies to address international migration issues.
