НЕГАТИВНІ ЧИННИКИ ВПЛИВУ КРИЗИ, СПРИЧИНЕНОЮ ПАНДЕМІЄЮ COVID-19, НА МАЛИЙ І СЕРЕДНІЙ БІЗНЕС

Анотація

Метою статті є визначення основних чинників негативного впливу на малий та середній бізнес безпосередньо пандемією COVID-19 та, особливо, заходів p її стримування. Було використано метод дедукції: спочатку були розглянуті процеси на макрорівні (економіки в цілому), потім на рівні екосистеми бізнесу та зокрема, на процесах у самому бізнесі. Було визнечно, що ключовим фактором банкрутств МСБ в різних країнах є порушення функціонування міжнародного ланцюгу постачань – зокрема було виявлено послідовність факторів, що призводять до його ураження та подальшого шоку пропозиції товарів та послуг. Також було досліджено як саме обмежувальні заходи руйнують життєздатність екосистеми бізнесу, що в свою чергу призводить до суттєвих втрат для більшості підприємств та значної кількості банкрутств. Окрім досліджень окремих вчених, були розглянуті звіти міжнародних організацій, зокрема, Opinion Research, Міжнародного торгового центру та Організації економічного співробітництва і розвитку, на основі яких був проведений аналіз щодо динаміки розвитку кризи. Окремо була визначена послідовність та взаємозв’язки між факторами, що призводять до виходу бізнесу з ринку безпосередньо з перспективи підприємства. Серед ряду існуючих наукових поглядів на проблему банкрутств МСБ, були синтезовані ті, що на думку авторів найбільше описують ті негативні зміни, що були спровоковані пандемією COVID-19: детерміністичний погляд (фактори зовнішнього середовища), волюнтаристська теорія (залежно від спеціалізації фірми), інтегрований погляд. В результаті аналізу було визначено, що саме невідповідність внутрішньої організації фірми і її екосистеми є суттєвим фактором банкрутства фірми. У подальших дослідженнях планується розробка стратегії для функціонування МСБ різних секторів в умовах невизначеності як з перспективи обмежувальних заходів для стримування даної пандемії, так і з перспективи багатьох інших глобальних екзогенних криз.

NEGATIVE FACTORS OF THE IMPACT OF THE CRISIS, INDUCED BY THE COVID-19 PANDEMIC, ON SMALL AND MEDIUM-SIZED BUSINESSES

Summary

The purpose of the research was to identify the key factors of negative impact on small and medium-sized businesses directly from the COVID-19 pandemic and, in particular, measures to contain it. The deduction method was used: first, the processes at the macro level (the economy as a whole) were considered, then at the level of the business ecosystem and at the level of processes in the business itself. It was determined that a key factor in the bankruptcy of the SMEs in different countries is the disruption of the functioning of the international supply chain - in particular, a sequence of factors lead to its defeat and a further shock to the supply of goods and services was identified. It was also investigated how exactly restrictive measures destroy the viability of the business ecosystem, which in turn leads to significant losses for most enterprises and a significant number of bankruptcies. Besides the studies handled by individual scientists or groups of, the reports of international organizations, in particular, Opinion Research, the International Trade Center and the Organization for Economic Cooperation and Development, were considered, on the basis of which the analysis on the dynamics of the development of the crisis was made. Separately, the sequence and relationships between the factors that lead to the exit of a business from the market directly from the perspective of the enterprise were determined. Among existing scientific perspectives on the problem of bankruptcy of the SMEs, the authors chose and synthesized the ones considered as the most profound in terms of describing the negative changes that were provoked by the COVID-19 pandemic: a deterministic approach (environmental factors), voluntaristic theory (depending on firm specialization), an integrated view. As a result of the analysis, it was determined that it is the discrepancy between the internal organization of the firm and its ecosystem. It is considered as a significant factor in the bankruptcy of the enterprise. In further studies it is planned to develop a strategy for the functioning of the SMEs of different sectors in conditions of uncertainty, both from the perspective of restrictive measures to contain the pandemic, and from the perspective of other global exogenous crises.
