ЕКОНОМІКА В´ЄТНАМУ В СИСТЕМІ ГЛОБАЛЬНОГО ВИРОБНИЦТВА ТА ЗБУТУ

Анотація

Ідентифіковано місце сучасного В’єтнаму в системі глобального виробництва та збуту товарів та послуг. Виявлено використання гібридних форматів співпраці в’єтнамських підприємств з міжнародним бізнесом, у т.ч. транснаціональними компаніями, а саме через акціонерні (внутрішньокорпоративні) та неакціонерні форми (NEMs). Оцінено результати включення В’єтнаму в систему міжнародного поділу праці за соціально-економічними та технологічними критеріями. Визначено, що досягнення змін забезпечено комплексом структурних трансформацій в інституційному та економічному середовищі країни, які мали як ендогенне, так і екзогенне походження. Акцентовано увагу на здебільшого регіональному азійському пріоритеті участі країни в глобальних ланцюгах створення вартості. Проведено аналіз найбільш вагомих статей експорту, що виступають драйверами зростання в останнє десятиріччя. Визначено, що існують серйозні обмеження внутрішнього характеру, які ускладнюють розвиток передових сфер сучасного бізнесу, зокрема невідповідність системи освіти та професійної підготовки у В'єтнамі запитам сучасного виробництва. Зазначено про існування в умовах корона-кризи ризиків негативних наслідків вже у середньостроковому періоді, зокрема скорочення робочих місць, зниження частки глобальної доданої вартості, генерованої на в’єтнамських підприємствах. Висунуто гіпотезу, що в довгостроковому періоді країні з безумовно великим внутрішнім ринком доведеться слідувати досвіду КНР та розглядати можливість посилення ролі ендогенних факторів економічного розвитку.

VIET NAM'S ECONOMY IN THE SYSTEM OF GLOBAL PRODUCTION AND SALES

Summary

The importance of Viet Nam in the system of global production and sales of intermediate goods and business services has been identified. The employment of hybrid formats of cooperation of Viet Nam’s enterprises with international business, including multinational companies, by means of equity (intracorporate) and non-equity modes (NEMs) has been detected. The outcome of Viet Nam inclusion in the system of international division of labor by socio-economic and technological criteria has been evaluated. The development of country’s international status has been discovered: from an agricultural country – raw materials and textile supplier to the producer of middle and high-technological products. There has been revealed that achieving of changes was ensured by a set of structural transformations, which had both endogenous and exogenous origin, in the institutional and economic environment of the country. The quantitative comparison of export via equity and non-equity modes of cooperation with international business has been conducted. The characteristic of special Viet Nam’ NEM modalities has been presented by using three main sectors of Viet Nam’s economy. The analysis of the most important export items that act as growth drivers in the last decade has been made. An additional consequence of the dynamic growth of individual industries aimed at international markets driven by the development of supplementary industries, especially IT-BPO, has been defined. There has been discovered existence of significant internal limitations that have complicated development of advanced business areas, in particular the inconsistency of the education and training system in Viet Nam with the demands of modern production. Since the main part of production in Viet Nam, which is a part of GVC, is concentrated on medium and low-tech industries there is a concern about negative consequences in the medium term. In terms of coronavirus crisis, job cuts, decline of global value added share generated by Viet Nam’s enterprises are expected. The following hypothesis was put forward: the country with absolutely huge market should follow People's Republic of China experience and consider an opportunity of strengthening the role of endogenous factors for economic development.
