ОСОБЛИВОСТІ РОЗВИТКУ МАЛОГО ПІДПРИЄМНИЦТВА В УМОВАХ ПОРУШЕННЯ МАКРОЕКОНОМІЧНОЇ СТАБІЛЬНОСТІ
Анотація
Пандемія COVID-19 потужно вдарила по світовій економіці та багатьох національних економіках. За лічені місяці вона змінила усталений світовий устрій, порушила макроекономічну стабільність, спричинила загрозу життю і здоров’ю населення планети, вплинула на абсолютну більшість сфер життєдіяльності. Обмежувальні карантинні заходи, введені для боротьби із поширенням пандемії, стали викликом не тільки для національних урядів і пересічних громадян, але й для підприємницького сектору. Перед роботодавцями постали великі виклики, пов’я¬зані з пандемією коронавірусу та карантином, з порушеною макроекономічною стабільністю і економічною кризою, з необхідністю здійснювати нові підходи до організації робочого часу тощо. Сектор малого підприємництва у порівнянні із середнім і великим традиційно є більш уразливим до зовнішніх шоків.
В даній статті розкрито вагому роль малого підприємництва у функціонуванні сучасної змішаної економіки. Розглянуто кількісні класифікаційні параметри малого підприємництва в Україні та у світі; з’ясовано, що до категорії «мале підприємництво» відносять окремих фізичних осіб-підприємців, суб’єктів мікро- та малого підприємництва.
Наведено динаміку основних показників розвитку малого підприємництва в Україні у доковідний період. Аналіз динаміки цих показників свідчить про його недостатню підтримку з боку держави у докризовий період. Визначено особливості розвитку і труднощі, які перешкоджають динамічному розвиткові малого підприємництва як у період до порушення макроекономічної стабільності, так і під час неї. Зроблено висновок, що без цілеспрямованої державної підтримки мале підприємництво має мало шансів на виживання.
В рамках дослідження розглядається, до яких заходів вдається український уряд задля стимулювання розвитку малого підприємництва в умовах економічної нестабільності. Визнається, що саме з малим підприємництвом держава пов’язує надію на швидкі позитивні структурні зміни в економіці, вихід з економічної кризи, відтворення стабільності та створення умов для подальшого економічного зростання.

FEATURES OF SMALL ENTREPRENEURSHIP DEVELOPMENT UNDER MACROECONOMIC STABILITY VIOLATIONS
Summary
The COVID-19 pandemic has hit the world and many national economies profoundly. Within months, it has changed the established world order, disrupted macroeconomic stability, threatened the lives and health of the world’s population, and affected the vast majority of different spheres of life. Restrictive quarantine measures to combat the spread of the disease have become a challenge not only for national governments and citizens, but also for the business sector. Employers have had to adapt to pandemic-induced quarantine, disrupted macroeconomic stability, and economic crisis. It has become a real challenge for them to find new approaches to working time management. Traditionally, the small business sector is more vulnerable to external shocks than medium and large enterprises.
This article reveals the important role of the small business sector in the modern mixed economy, its rapid response to changes in market conditions, the ability to create new jobs and improve the population’s welfare, etc. Small business is important as the basis of the middle-class formation. Quantitative classification parameters of small business in Ukraine and the world are considered. It has been found that the “small business” category includes individual entrepreneurs, the subjects of micro- and small entrepreneurship. The dynamics of the main indicators of the small business development in Ukraine in the pre-crisis period are represented. The share of small business in GDP, its share in the structure of entrepreneurship in general, the number of subjects of the small- and micro-entrepreneurship, the number of employees in the small business sector, and the number of small enterprises per 10,000 population are analyzed. The study of these indicators’ dynamics shows the insufficient state support of the small business sector in the pre-crisis period.
The peculiarities of the small business development and difficulties that hinder its dynamic development before and during the macroeconomic stability disruption are identified. It is concluded that without targeted government support, the small business sector has little chance of survival. The study examines the measures taken by the Ukrainian government to stimulate the development of the small business sector under economic instability. It is acknowledged that it is with small business that the state associates hope for the rapid positive structural changes in the economy, overcoming the economic crisis, restoring stability, and creating conditions for further economic growth.
