СУЧАСНІ ТЕНДЕНЦІЇ РОЗВИТКУ РИНКУ ПРАЦІ В ЧАСТИНІ БЕЗРОБІТТЯ ТА СКОРОЧЕННЯ АКТИВНОСТІ В ЄВРОПЕЙСЬКОМУ РЕГІОНІ

Анотація

У статті розглянуто тенденції світового зростання за показником зростання реального ВВП з огляду на ступінь його впливу на ринок праці. Аргументовано, що фактор пандемії сприяв згладжуванню середніх темпів зростання реального ВВП серед країн Європейського регіону різного рівня економічного розвитку. Визначено особливості зміни рівня безробіття серед країн Європейського регіону, зроблено акцент на успішних практиках подолання безробіття в окремих країнах. Доведено різний ступінь впливу рівня безробіття серед груп країн за рівнем економічного розвитку. Окремо обґрунтовано неоднорідність пропорцій між безробіттям жінок та чоловіків серед країн Європейського регіону в цілому та за рівнем економічного розвитку. Доведено, що рівень неактивності є більш високим за групою країн з ринком, що формується та економік, що розвиваються. Показано розбіжність серед груп країн за економічним розвитком за показником неактивності у порівнянні із показником рівня безробіття. Обгрунтовано збереження допандемічних характерних особливостей пропорцій безробіття та неактивності робочої сили серед країн Європейського регіону.

CURRENT TRENDS IN THE LABOR MARKET IN PART OF UNEMPLOYMENT AND REDUCED ACTIVITY IN THE EUROPEAN REGION

Summary

The article considers the current trends in such indicators of labor market development as the unemployment rate and the level of inactivity of the labor force in terms of the countries of the European region. It is shown that the slowdown in global growth in 2020 exceeded expectations, mainly due to the spread of the COVID pandemic, which was most observed among developed countries and the European region. A comparison of average real GDP growth rates in 2020 by groups of countries in the European region with developed economies and emerging market and developing economy (EMDE) showed that the impact of the pandemic factor helped to smooth the average real GDP growth rates among these countries.
It is shown that the growth of unemployment in the world in 2020 significantly exceeded the projected value. The difference in the unemployment rate in 2020 among the countries of the European region compared to 2019 is calculated and the heterogeneity of trends is proved. It is emphasized that some countries of the European region managed to reduce unemployment by the end of 2020, in particular, through such levers as VAT suspension, tax deferral, financial support for vulnerable workers, support for commercial banks to provide favorable loans to support liquidity, tax credits, sale of government bonds.
A comparison of the average unemployment rate among the countries of the European region in 2020 by level of economic development found a higher average unemployment rate among EMDE countries. The level of unemployment by gender is analyzed separately and it is proved that despite the persistence of the global trend of female unemployment in the European region, in terms of groups of countries by level of economic development this trend is observed mostly among developed countries, while EMDE countries have almost the same level of men and women unemployment.
It is proved that due to the fact that most of the global employment losses in 2020 were represented by rising inactivity, among most countries in the European region, the growth rate of labor inactivity has increased, and most among EMDE countries. It is substantiated that the difference between the groups of countries in the European region by economic development is greater in terms of inactivity than the difference in terms of unemployment.
It is generalized that the situation regarding unemployment and inactivity of the labor force in the European region under the influence of the pandemic is heterogeneous, however, it is inherent in pre-pandemic proportions in terms of groups of countries by economic development.
