ОЦІНКА РІВНЯ ФІНАНСОВОЇ БЕЗПЕКИ В СИСТЕМІ УПРАВЛІННЯ КОМУНАЛЬНИМ ЗАКЛАДОМ ОХОРОНИ ЗДОРОВ’Я
Анотація
У статті досліджено сутність поняття «фінансова безпека» підприємства у сучасній науковій літературі, яке характеризує рівень конкурентоспроможності підприємства, ризик його банкрутства, його фінансову стійкість та фінансовий стан. Визначено та проаналізовано основні показники фінансового стану комунального некомерційного підприємства «Обласна офтальмологічна лікарня» Миколаївської обласної ради (показники ліквідності, фінансової стійкості, рентабельності і ділової активності) із метою виявлення основних проблем, що загрожують фінансовій безпеці підприємства. Встановлено, що загальний фінансовий стан КНП «Обласна офтальмологічна лікарня» МОР можна вважати стійким, рівень фінансової безпеки підприємства можна охарактеризувати як достатньо високий. Окреслено основні рекомендації щодо поліпшення рівня фінансової безпеки КНП «Обласна офтальмологічна лікарня» МОР. Для покращення існуючого фінансового стану та рівня фінансової безпеки КНП «Обласна офтальмологічна лікарня» МОР, можна порекомендувати: направити курс політики підприємства на зменшення обсягу власних поточних зобов’язань через стимулювання нарощування обсягу грошових коштів та поточних фінансових інвестицій; провести належні ефективні зміни у вартості послуг підприємства.

ASSESSMENT OF THE LEVEL OF FINANCIAL SECURITY IN THE MANAGEMENT SYSTEM OF A PUBLIC HEALTH CARE INSTITUTION
Summary
The issue of financial security of a medical institution becomes significantly relevant during the reform of the industry, which brings new challenges and opportunities for businesses and the state. The article is devoted to the financial security of the medical institution in the context of changing the principles of financing its activities. The essence of the enterprise «financial security» in the modern scientific literature is investigated in the article. Financial security characterizes the level of competitiveness of the enterprise, the risk of its bankruptcy, its financial stability and financial state. The methodology of the study is based on the methods of coefficient and structural analysis. The main indicators of financial state of communal non-profit enterprise “Regional Ophthalmological Hospital” of the Mykolayiv Regional Council (indicators of liquidity, financial stability, profitability and business activity), have been analysed in order to identify the main problems that threaten the financial security of the enterprise. It is established that the general financial state of communal non-profit enterprise “Regional Ophthalmological Hospital” can be considered as stable, and therefore – the level of financial security of the enterprise can be described as quite high. The company's activities can now be considered liquid (liquidity is increasing during the study period), as well as the company now has enough funds and opportunities to pay off current liabilities. The main problem of the institution is low cash flow from operating activities, which threatens profitability. The main recommendations for improving the financial security of communal non-profit enterprise «Regional Ophthalmological Hospital» are outlined. The main recommendations for improving the existing financial state and level of financial security of communal non-profit enterprise «Regional Ophthalmological Hospital» are: direct the policy of the enterprise to reduce its current liabilities by stimulating the growth of cash and current financial investments; make appropriate effective changes in the cost of enterprise services.
