НАПРЯМИ ВДОСКОНАЛЕННЯ ДЕРЖАВНОГО РЕГУЛЮВАННЯ МАЛОГО БІЗНЕСУ В УКРАЇНІ

Анотація

Метою дослідження є визначення актуальних змін у сфері державного регулювання малого бізнесу. Визначено цілі державного регулювання та пов’язані з їх реалізацією вигоди та витрати бізнесу. Запропоновано оцінювати якість державного регулювання та актуальність напрямків його реформування, виходячи з їх впливу на динаміку трансакційних витрат, зокрема, витрат взаємодії бізнесу з державою та витрат суб’єктів господарювання один з одним. Визначено, що спрощена система оподаткування стала важливим кроком на шляху зменшення фіскального тиску на малий бізнес. Але аналіз таких рейтингів як Doing business, Індекс економічної свободи, окремих нормативних актів у сфері регулювання малого бізнесу в Україні та стану їх виконання дає можливість зробити висновок про необхідність подальшого зменшення регуляторного тиску на бізнес загалом та малий бізнес зокрема.

DIRECTIONS OF IMPROVEMENT OF STATE REGULATION OF SMALL BUSINESS IN UKRAINE

Summary

The article studies the problem of state regulation of entrepreneurship in Ukraine. The aim of this research is to identify the necessary changes in the relations between the state and small business in Ukraine. We investigate the preconditions for state regulation of business, revenues and expenses of business, associated with such regulation, analyse the trends of state regulation of business.
We consider the costs of interaction of business with the state as transaction costs, including taxes and other obligatory payments, costs associated with the presence of activity limitations and illegal expenses, costs as a result of corruption in the relations between public authorities and business entities. Part of these costs are paid for useful services provided by the government to all entrepreneurs. Some business expenses are used to finance activities, in which members of society are interested. Part of these costs carried out by groups of entrepreneurs and used to finance the needs of other groups of entrepreneurs. Finally, there are transaction costs, that impede business activity, but are useful only for state bureaucratic structures, that receive additional pressure levers on business.
We analyse the featers of state regulation of business in Ukraine, using data of ratings “Doing Business” and Index of economic freedom, data about the dynamic of taxation in Ukraine, studying some government orders. To our mind fiscal pressure on entrepreneurship in Ukraine is satisfactory due to the simplified taxation system, but regulative pressure is still excessive, although there are some positive changes. It result some business costs limit business activity and are not usefull based on the notions of usefulness to society. According to expert estimates, there is the need to improve the licensing system, property rights,to simplify the government requirements in starting, maintaining and closing business. The state must improve the quality of its services for business, that will reduce transaction costs of business interaction with government agencies, including corruption charges, and transaction costs of business entities in interaction with each other.
