УПРАВЛІННЯ РОЗВИТКОМ ТЕРИТОРІАЛЬНОЇ ГРОМАДИ

Анотація

У статті проаналізовано динаміку формування об’єднаних територіальних громад, розвиток законодавчо-нормативного та інституційного забезпечення реалізації реформи територіальної організації влади на засадах децентралізації. Встановлено, що впродовж 2015 -2019 рр. загалом створено 1029 ОТГ, з них 223 ОТГ утворилися в 2019 році, у які об’єдналися 4698 громад.
Розкрито зміст повноважень органів об’єднаних територіальних громад, зокрема: затвердження бюджету ОТГ; створення виконавчого комітету, встановлення місцевих податків і зборів; визначення напряму соціально-економічного розвитку ОТГ.
Розглянуто основні завдання місцевих органів самоврядування, в умовах обмеженості ресурсів місцевих бюджетів. Досліджено ефективність системи стратегічного управління, що залежить від ресурсного забезпечення діяльності органів влади. Обґрунтовано основні стратегічні напрями, що дозволять сформувати спроможні територіальні громади.

TERRITORIAL COMMUNITY DEVELOPMENT MANAGEMENT

Summary

The article notes that among the expected results of the decentralization process, the creation of financially viable and self-sufficient united territorial communities is perhaps the most relevant.
United territorial communities should have the appropriate material, human, financial, land resources, social infrastructure facilities needed to improve the needs of citizens. As well as providing the population with operational and high-quality basic social and administrative services, creating conditions for sustainable development of the respective territories and more efficient use of budget funds.
It is emphasized that the development of united territorial communities is a long-term process of qualitative change, the result of which is the improvement of the quality of life of the population of the region. The formation of capable united territorial communities is due to objective and subjective factors.
Actualization of the problem of finding adequate tools, mechanisms and methods to ensure their consistent development due to the available resource potential and the location of new resource opportunities. One of the most effective tools for responding to change, taking into account clearly defined, scientifically sound priorities, is strategic management.
It has been studied that strategic management is one of the most important factors and conditions for the successful development of united territorial communities.
Strategic management of the development of united territorial communities includes identifying favorable opportunities of internal and external environment and using them to implement the mission, goals and objectives of the territorial community, prioritizing strategic development, anticipating and eliminating risk, solving problems of rapid adaptation to change. to success, monitoring and evaluation.
Dissemination of the practice of developing strategies for the development of united territorial communities actualizes the study of the effectiveness of their practical implementation. This opens up a number of aspects for further scientific research in this area.
