РОЛЬ МІЖНАРОДНИХ ОРГАНІЗАЦІЙ У ЗАБЕЗПЕЧЕННІ СТАЛОГО РОЗВИТКУ

Анотація

Ідея сталого розвитку набуває все більшої популярності серед країн світу та виходить на перший план при розробці та впровадженні політик урядів різних країн та міжнародних організацій. В той час, як окремі країни світу та великі багатонаціональні корпорації є суб’єктами, які безпосередньо впроваджують принципи сталого розвитку, міжнародні організації забезпечують координацію цього процесу на глобальному рівні. Міжнародні організації можуть забезпечувати сталий розвиток в два основних способи: розробляти та впроваджувати правила, що забезпечують сталий розвиток та фінансувати проекти, що підтримують сталий розвиток. Враховуючи те, що міжнародні організації всіляко сприяють досягненню та забезпеченню сталого розвитку, основна робота по досягненню цих цілей покладається на національний рівень. Проблема в досягненні цілей сталого розвитку полягає в тому, що різні цілі по-різному сприймаються, розуміються та реалізуються на національному рівні. Попри те, що існує координація на рівні міжнародних організацій та фінансування ними проектів, що забезпечують досягнення сталого розвитку, досягнення цілей сталого розвитку натикається на ряд проблем. Так, різні країни фінансуються в різному обсязі на досягнення цілей сталого розвитку і не завжди обсяг фінансування достатній для реалізації проектів. Крім того, цілі сталого розвитку були прийняті відносно нещодавно (у 2015 році), а тому знадобиться ще певний час для вибудови повної вертикалі механізму досягнення цих цілей від рівня міжнародних організацій до національного рівня.

THE ROLE OF INTERNATIONAL ORGANIZATIONS IN ENSURING SUSTAINABLE DEVELOPMENT

Summary

The idea of sustainable development is becoming increasingly popular among countries around the world and comes to the fore in the development and implementation of policies of governments and international organizations. While some countries around the world and large multinational corporations are actors that directly implement the principles of sustainable development, international organizations ensure coordination of this process at the global level. There are four main international economic institutions that have a global impact and that set themselves the goal of sustainable development in their areas of competence. These organizations include the World Trade Organization (WTO), the International Monetary Fund (IMF), the World Bank Group and the United Nations Conference on Trade and Development (UNCTAD). International organizations can ensure sustainable development in two main ways: to develop and implement rules that ensure sustainable development and to finance projects that support sustainable development. Given the fact that international organizations contribute to the achievement and maintenance of sustainable development, the main work to achieve these goals is entrusted to the national level. The organizational role of the World Bank is to involve all countries in global partnerships. In cooperation with each individual country, the World Bank helps to implement initiatives that ensure the achievement of sustainable development goals. The problem in achieving the goals of sustainable development is that different goals are perceived, understood and implemented differently at the national level. Despite the fact that there is coordination at the level of international organizations and their funding of projects that achieve sustainable development, the achievement of sustainable development goals encounters a number of problems. Thus, different countries are funded to varying degrees to achieve the goals of sustainable development and the amount of funding is not always sufficient for the implementation of projects. In addition, the goals of sustainable development were adopted relatively recently (in 2015), and therefore it will take some time to build a full vertical mechanism for achieving these goals from the level of international organizations to the national level.
