КОНЦЕПТУАЛІЗАЦІЯ УПРАВЛІННЯ АКТИВАМИ РОЗВИТКУ ТЕРИТОРІАЛЬНИХ ГРОМАД

Анотація

В статті розкрито передумови та підстави для розробки концеп¬туальних засад розвитку територіальної громади. Запропоновано актив-орієнтований підхід розвитку територіальної громади – концентрацію на можливостях і ресурсах громади й стимулювання використання цих можливостей для під¬вищення конкурентоспроможності останньої. Визначено активи розвитку територіальної громади. Означено роль суб’єктів територіальної громади в контексті управління активами розвитку. Виділено тріаду інтересів територіальної громади: державний інтерес, інтерес громади (спільний інтерес), інтерес суб’єктів (індивідуальний інтерес). Виокремлено принципи доброго врядування для забез¬печення доброго місцевого й регіонального управління у країнах – членах Ради Європи стосується низки завдань, зокрема, щодо внутрішніх взаємовідносин між місцевою і регіональною владою, їхніх відносин з іншими органами влади та громадянами. Запропоновано правила, яких слід дотримуватись в процесі управління активами територіальної громади.

CONCEPTUALIZATION OF MANAGING THE TERRITORIAL COMMUNITIES' DEVELOPMENT ASSETS

Summary

The article reveals the development of the territorial community for the development of conceptual ambushes. Proponents of asset-planning for the development of the territorial community - focusing on the capabilities and resources of the community and stimulating the development of opportunities for the development of the competitiveness of the community. The following activities are assigned to the development of the territorial community: (1) the human asset - knowledge, ministry, tips and information; (2) social activities of the community, organization and institute, including the norms of mutual relations and mutual trust, such as being in the middle of the community; (3) political activity is based on the ability to invest in resources; (4) financial assets hunt for resources, tied with a penny and access to finance, for example, sparing, come, grants are scarce; (5) cultural values - the value of values and going to life, which may be both economical and non-economical; (6) infrastructure assets; (7) natural assets; (8) іnformation asset. The role of sub-entities of the territorial community in the context of asset management and development is indicated. A triad of interests of the territorial community has been seen: state interest, interest of the community (social interest), interest of subordinates (individual interest). The principle of good design is imperative for the preservation of good religious and regional government in the countries - members For the sake of Europe, the buildings are low, the winter season, even the internal government bodies of the local government The rules have been proclaimed to be followed in the process of managing the assets of the territorial community. The criteria for the priority capitalization of the assets of the territorial community have been determined: (1) the activities of managing the assets of the territorial communities are drawn from the brutal needs, sponucal motives to deprive consumers, interest and deprive the stench of playing a leading role. (2) economically and efficiently vicarious land of territorial communities in the interests of their inhabitants.
