ДЕРЖАВНІ ПРІОРИТЕТИ РОЗВИТКУ ІННОВАЦІЙНОГО ПІДПРИЄМНИЦТВА В СИСТЕМІ МЕНЕДЖМЕНТУ В УМОВАХ ДІДЖИТАЛІЗАЦІЇ СУСПІЛЬСТВА
Анотація
В статті досліджено державні пріоритети розвитку інноваційного підприємництва в системі менеджменту в умовах діджиталізації суспільства. Доведено, що у структурі державного регулювання також важливу роль відігрівають територіальні органи міністерств, економічні органи державних, районних адміністрацій, які здійснюють державну політику на своїй території в окремих галузях економіки. Обґрунтовано, при реалізації державної політики на усунення «провалів» ринку слід уникати шаблонного копіювання досвіду інших країн, оскільки залучення економічних, соціальних, організаційних та інших іноземних інструментаріїв зарубіжного державного регулювання підприємництвом враховують відповідно іноземну специфіку певної національної моделі. Визначено необхідність обґрунтування і застосовування ефективних регулятивних схем державних пріоритетів розвитку підприємництва в умовах інноваційної економіки щодо усунення ринкових «провалів», виходячи з його особливостей і порівняльних різнорівневих переваг, що характеризуються інтерсуб’єктністю інноваційних процесів та нелінійними зв’язками, в яких виникають різні критичні біфуркаційні зміни, а також процеси самоорганізації підприємництва, в які необхідно втручатися державі. Розроблено схему визначення державних пріоритетів розвитку підприємництва в умовах інноваційної економіки. Виходячи із зазначеного, доведено, що державні заходи з визначення пріоритетів розвитку підприємництва, які надають переважно вплив на організаційний, інформаційний і інституціональний чинники, можуть бути позначені як заходи з державного регулювання.

STATE PRIORITIES FOR THE DEVELOPMENT OF INNOVATIVE ENTREPRENEURSHIP IN THE MANAGEMENT SYSTEM IN THE CONTEXT OF DIGITALIZATION OF SOCIETY
Summary
The article examines the state priorities for the development of innovative entrepreneurship in the management system in the context of digitalization of society. It is proved that territorial bodies of ministries, economic bodies of state and district administrations, which implement state policy on their territory in certain branches of the economy, also play an important role in the structure of state regulation. Reasonably, when implementing state policy to eliminate "failures" of the market should avoid stereotyped copying the experience of other countries, as the involvement of economic, social, organizational and other foreign tools of foreign government regulation of business take into account the foreign specifics of a national model. The necessity of substantiation and application of effective regulatory schemes of state priorities of business development in the conditions of innovative economy concerning elimination of market "failures", proceeding from its features and comparative multilevel advantages characterized by intersubjectivity of innovation processes and nonlinear connections in which there are various critical bifurcation changes, and also processes of self-organization of business in which it is necessary to interfere with the state. The scheme of definition of the state priorities of development of business in the conditions of innovative economy is developed. Based on the above, it is proved that state measures to determine the priorities of business development, which have a major impact on organizational, informational and institutional factors, can be described as measures of state regulation. At the same time, the system of priorities for innovative development of entrepreneurship should be formed on the basis of approved value and national preferences, in accordance with economic and regulatory aspirations, which make up the shell of institutional transformations and depending on which strategic goals and tactical regulatory tasks are developed. It is proved that the scheme of determining the state priorities of business development must meet the properties, namely: complexity, intersubjectivity, emergence, compatibility, synergy, functionality, evolution, adaptability, stability, openness, information, complexity. Its implementation should affect market "failures". to meet the needs of the national economy in innovation and ensure its progressive development in various aspects.
