КОМПЛЕМЕНТАРНІСТЬ ТОРГІВЛІ УКРАЇНИ ТА КРАЇН ЄВРОПЕЙСЬКОГО СОЮЗУ ЯК ІНДИКАТОР УСПІШНОСТІ ЄВРОІНТЕГРАЦІЇ
Анотація
У статті здійснено аналіз торгівлі товарами між Україною та країнами Європейського союзу; проаналізована динаміка експорту та імпорту, зміни структури торгівлі, проведено порівняння показників торгівлі України з окремими членами ЄС, іншими партнерами на Європейському континенті та з країнами-членами Євразійського економічного союзу. Метою статті є аналіз змін у структурі торгівлі України та країн ЄС з виявленням існуючих тенденцій та перспектив розвитку, оцінка торгівельної складової євроінтеграції, встановлення ефективності реалізації зони вільної торгівлі. Для оцінки ефективності торгівлі між Україною та ЄС запропоновано використовувати модифікований індекс комплементарності. Базою розрахунку індексу було обрано сорок вісім країн Європейського континенту з двома рівнями деталізації аналізу – відповідно до Товарної номенклатури зовнішньоекономічної діяльності (УКТ ЗЕД) та Гармонізованої системи (ГС). Шляхом розрахунку індексу комплементарності та аналізу отриманих результатів було встановлено, що з кожним роком скорочується потенціал українського експорту на європейських ринках, країни ЄС стають все менш зацікавлені в товарах, які пропонує українських виробник. Одночасно зростає зворотний індекс комплементарності, що свідчить про зростаючу привабливість європейського імпорту для України. Це підтверджується збільшенням негативного сальдо торгового балансу з ЄС. Виявлена негативна тенденція не є винятковою тільки для торгівлі з ЄС, вона повністю вкладається в загальну динаміку зовнішньої торгівлі України і, отже, не може розглядатися як наслідок договору про асоціацію з ЄС. Шляхом аналізу та зіставлення торгівлі між країнами ЄС доведено, що розрив між експортної та імпортної комплементарностью в торгівлі між ними постійно знижується, що свідчить про прагнення до збалансованої і взаємовигідній торгівлі. Той факт, що Україна випадає з загальноєвропейського тренда, становить серйозну загрозу для процесу євроінтеграції. У статті визначено проблемні групи товарів, розрив в комплементарності торгівлі якими є найбільшим, запропоновано загальні рекомендації щодо подальших напрямків дослідження комплементарності зовнішньої торгівлі.

COMPLEMENTARITY OF TRADE BETWEEN UKRAINE AND EUROPEAN UNION AS AN INDICATOR OF ADVANCEMENT OF EUROPEAN INTEGRATION
Summary
The article analyzes the trade in commodities between Ukraine and the European Union, including the dynamics of exports and imports and changes in the structure of the trade. The analysis is concluded by examining Ukraine's trade indicators with each individual EU member, other countries on the European continent, and member states of the Eurasian Economic Union. The purpose of the article is to analyze changes in the trade structure of Ukraine and the EU with the identification of existing trends and prospects for development, assessment of the trade component of European integration by establishing the effectiveness of the free trade zone. A modified complementarity index is used to assess the effectiveness of trade between Ukraine and the EU. Forty-eight countries of the European continent were selected as the basis for calculating the index, the calculation was performed on two levels: according to the Ukrainian Classification of Goods for Foreign Economic Activity (UCGFEA) and according to the Harmonized System (HS). By calculating the complementarity index and analyzing the results, it was established that every year the potential of Ukrainian exports in European markets decreases meaning that EU countries become less interested in the goods offered by Ukrainian producers. At the same time, the inverted complementarity index is growing, which indicates the increasing attractiveness of European imports for Ukraine. This is confirmed by the growing negative trade balance with the EU. The identified negative trend is not unique to the Ukrainian trade with the EU and is fully embedded in the overall dynamics of Ukraine's foreign trade. Therefore, it cannot be considered as a negative result of the Association Agreement with the EU. By analyzing and comparing the trade of the EU countries, it was proved that the gap between export and import complementarity in the internal EU trade is constantly narrowing, which indicates the desire for balanced and mutually beneficial trade. The fact that Ukraine is falling out of the European trend poses a serious threat to the European integration process. The article offers general recommendations for further areas of study of the complementarity of foreign trade.
