ВПЛИВ ПРОЦЕСІВ ДЕЦЕНТРАЛІЗАЦІЇ НА ІНВЕСТУВАННЯ ТА ТЕХНІЧНЕ ПЕРЕОСНАЩЕННЯ СІЛЬСЬКОГОСПОДАРСЬКИХ ТОВАРОВИРОБНИКІВ
Анотація
Розкрито вплив децентралізації на інвестування та технічне переоснащення сільськогосподарських товаровиробників. Проаналізовано сучасний стан забезпечення сільськогосподарських підприємств та особистих селянських господарств технічними засобами. Доведено, що ключовим чинником, який стримує технічне переоснащення товаровиробників, стає недостатня активність інвестиційних процесів та нестача ресурсів. Показано, що для вирішення проблем інвестування та технічного переоснащення важливо забезпечити підтримку як на рівні держави, так і не рівні територіальних громад, що стає особливо актуальним в умовах децентралізації. Окреслено підходи до запровадження заходів щодо підтримки інвестиційних процесів та технічного переоснащення сільськогосподарських товаровиробників з боку територіальних громад через розвиток елементів шерінгової економіки щодо використання технічних засобів у сільському господарстві; розбудову виробничої, обслуговуючої, фінансової інфраструктури території; стимулювання підприємницької ініціативи сільськогосподарських товаровиробників; залучення інвесторів та кредиторів для реалізації бізнес-проектів тощо.

IMPACT OF DECENTRALIZATION PROCESSES ON INVESTMENT AND TECHNICAL RE-EQUIPMENT OF AGRICULTURAL PRODUCERS
Summary
The article describes the impact of decentralization on investment and technical re-equipment of agricultural producers. The current state of the provision of agricultural enterprises and personal peasant farms with technical means has been analyzed. It has been proved that the key factor holding back the technical re-equipment of commodity producers is the insufficient activity of investment processes and the lack of investment resources. It is shown that external support is important for solving the problems of investment and technical re-equipment. Such support should be carried out both at the state level and at the level of individual territorial communities. This becomes especially relevant in the context of decentralization. It is shown that support at the state level in Ukraine is implemented through a number of special programs. At the same time, support at the level of territorial communities remains insufficient. Approaches to the implementation of measures to support investment processes and technical re-equipment of agricultural producers on the part of territorial communities have been determined. The main directions of territorial support are proposed. These areas include the development of elements of the sharing economy for the use of technical means in agriculture based on new business models. The necessity of development by territorial communities of production, service, financial infrastructure of the territory is shown. It is proposed to stimulate the entrepreneurial initiative of agricultural producers through the intensification of business dialogue, the implementation of territorial and regional measures to improve the business environment, the popularization of entrepreneurial ideas, and the development of consulting. The need to attract investors and creditors for the implementation of business projects in territorial communities with financial, advisory, organizational support of local governments is indicated. It is proved that the proposed approach will allow taking into account as much as possible the regional features of the location of agriculture and its specifics, will contribute to the strengthening of investment activity and increase the efficiency of the use of investment resources, and will also allow for the technical re-equipment of agricultural producers.
