РОЗВИТОК IT ГАЛУЗІ ЯК ОСНОВА СПІВПРАЦІ ЗАКЛАДІВ ВИЩОЇ ОСВІТИ, НАУКИ І БІЗНЕСУ
Анотація
Українську IT-сферу називають найперспективнішим сектором розвитку вітчизняної економіки. У статті досліджено місце інформаційних технологій у системі факторів міжнародної конкурентоспроможності країни, виокремлено і проаналізовано місце України за показниками розвитку системи освіти, розглянуто суть, основні характеристики та особливості моделі складних систем співпраці університетів, науки і бізнесу та обґрунтовано доцільність і ефективність її впровадження для інноваційного розвитку України. Складено та проаналізовано систему переваг для кожного з інститутів у процесі потрійної взаємодії, розглянуто створення сталих фондів ВНЗ як ресурсу для проведення науково-дослідних робіт і досягнення фінансової незалежності та запропоновано розвиток ІТ напрямків діяльності в рамках розбудови в Україні моделі співпраці університетів, науки і бізнесу. Розглянуті в статті виклики українських інформаційних технологій: боротьба за таланти і реформа освіти. Обговорено застарілі закони та нові технології. Проаналізовано Закон України «Про вищу освіту» в частині реформування вищої освіти.
В умовах, коли зміни технологій є динамічними, а ефективність виробництва все більше залежить від рівня автоматизації (мікропроцесори, датчики програмне забезпечення), стає зрозумілим, що необхідно змінювати підходи до якості підготовки кадрового потенціалу. Це підтверджує необхідність реформування взаємодії закладів вищої освіти, бізнесу та науки. Тому, необхідно тісна партнерська співпраця учасників цього ринку. Прикладом може стати досвід бізнес – інкубаторів в навчальних закладах, де поєднуються всі ці напрями діяльності. Разом із тим, важливою при взаємодії університетів, науки та бізнесу як учасників освітнього ринку, є участь в ній державних органів, як гаранта дотримання юридичних основ такої співпраці.

DEVELOPMENT OF IT INDUSTRY AS A BASIS FOR COOPERATION BETWEEN HIGHER EDUCATION INSTITUTIONS, SCIENCE AND BUSINESS
Summary
The Ukrainian IT sphere is called the most promising sector of development of the domestic economy. The article examines the place of information technologies in the system of factors of international competitiveness of the country, identifies and analyzes the place of Ukraine in terms of education system, considers the essence, main characteristics and features of the model of complex systems of cooperation between universities, science and business. Of Ukraine. The system of advantages for each of the institutes in the process of triple interaction is compiled and analyzed, the creation of permanent university funds as a resource for research and financial independence is considered and the development of IT activities in the framework of building a model of cooperation between universities, science and business is proposed. The article considers the challenges of Ukrainian information technologies: the struggle for talent and education reform. Outdated laws and new technologies are discussed. The Law of Ukraine "On Higher Education" in terms of reforming higher education is analyzed.
On the way to a bright future, it is important not to lose the experience of two decades, to match everything "for and against" and to choose the best option for specialists in the creative industries. Without which we will definitely not cope , this is without updated material bases and curricula of technical institutions of higher education, without a favorable business climate, and for all sectors of the economy.
In conditions when changes in technology are dynamic, and production efficiency increasingly depends on the level of automation (microprocessors, software sensors), it becomes clear that it is necessary to change approaches to the quality of human resources training. This confirms the need to reform the interaction of higher education, business and science. Therefore, close partnership cooperation of market participants is needed. An example is the experience of business incubators in educational institutions, which combine all these areas of activity. At the same time, the participation of state bodies in the interaction of universities, science and business as participants in the educational market is important, as a guarantor of compliance with the legal basis of such cooperation.
