ОСОБЛИВОСТІ PR В СФЕРІ ДЕРЖАВНОГО УПРАВЛІННЯ
Анотація
Стаття присвячена обґрунтуванню значення та особливостей здійснення звя’зків з громадськістю в сфері державного управління. Розглянуто підходи до трактування поняття PR, визначено основні функції. Узагальнено проблеми підготовки кадрів для PR в сфері державного управління. На основі критичної оцінки визначених науковцями проблем виділено ті, які є найбільш важливими та вирішення яких більшою мірою дасть результат саме для досліджуваної сфери та запропоновано звернути увагу на підготовку освітніх стандартів і використанні сучасних технологій навчання. Розкрито значення технології (електронна пошта, блоги, месенджери, соціальні мережі, веб-сайти), які використовуються в Digital PR державних органів та установ.

PECULIARITIES OF PR IN THE FIELD OF PUBLIC ADMINISTRATION
Summary
In modern conditions, there is a need to build relationships between government and society. The main purpose of the study is to reveal the features of public relations in the field of public administration. To achieve this, first of all, the theoretical foundations of the organization of public relations in the field of public administration have been formed.
Approaches to the interpretation of the concept of public relations are considered. The basic consideration as a part of management or as systems of communications is defined, necessity of their combination for sphere of public administration is proved. The essence of public relations in the field of public administration is revealed on the basis of their functions. Two industry-specific functions are identified, the management function and the communication function. This became the main disclosure of the concept of public relations in the field of public administration in a combination of two approaches as a kind of management and purposeful organization of communications.
The principles of public relations in the field of public administration are generalized and supplemented: adequacy, mobility, systematization.
Problems on training of PR-specialists are systematized. These positions are held by specialists in various specialties (economists, lawyers, philologists, journalists, etc.). During their preparation, the discipline «Public Relations» was superficially taught or not taught. The main directions of improving their training in the field of public administration are identified: the development of educational standards and the use of modern learning technologies.
The importance of technology (e-mail, blogs, messengers, social networks, websites) used in Digital PR of government agencies and institutions is revealed.
Based on a critical assessment of the problems identified by scientists, the most important ones are identified and the solution of which will give more results for the research area and it is proposed to pay attention to the preparation of educational standards and the use of modern learning technologies.
