ДОСЛІДЖЕННЯ ФАКТОРІВ ВПЛИВУ НА РОЗВИТОК КОНКУРЕНТНОГО СЕРЕДОВИЩА В ТРАНСПОРТНІЙ СФЕРІ
Анотація
У статті авторами досліджено взаємозв’язок цінової політики у сегменті транспортних послуг з перспективами перерозподілу обсягів перевезень пасажирів у міжміському та міжнародному сполученні між видами транспорту (авіа, залізниці, автобусне сполучення). Акцентовано, що розвиток пасажирського транспорту є одним із важливих напрямів державної економічної політики України. Його ефективне функціонування є необхідною передумовою забезпечення належного рівня життєдіяльності населення та розвитку економіки. Кількість суб’єктів надання транспортних послуг за роки незалежності України значно зросла. Останніми роками, за даними Держстату України, рухомість населення при перевезенні пасажирським транспортом між регіонами України має тенденцію систематичного зростання (виключення – 2020-2021 роки – пов’язано з пандемією COVID). Конкуренція між видами транспорту у міжміському сполученні забезпечується, зокрема, шляхом застосування гнучкої тарифної політики. Варіативність цін надає підґрунтя споживачу транспортних послуг здійснити свій вибір, надаючи переваги тому чи іншому виду транспорту, враховуючи доступну ціну поїздки, швидкість переміщення, комфортність тощо. Активний розвиток авіаперевезень, який спостерігається останніми роками, спонукає розглядати такі перевезення як альтернативу залізницям та автомобільному транспорту (автобуси) у переміщеннях між регіонами України.

RESEARCH INFLUENCE FACTORS ON THE COMPETITIVE ENVIRONMENT IN TRANSPORT SECTOR
Summary
In this article authors investigate the relationship of pricing policy in the transport services with prospects redistribution traffic between modes of transport (air, rail, bus). Importance of flexible tariff policy as a factor of further effective development of the competitive environment in intercity and international passenger transport is discussed. Passenger transport is one of the important industry of the state economic policy of Ukraine. Its effective functioning is a necessary prerequisite for ensuring social service standards and economic development. The number of transport service operators has grown significantly over the period of Ukraine’s independence and economic reforms. Today, at the passenger service market, along with RAIL Joint-Stock Company Ukrzaliznytsia, there are up to 20 airlines and 20 airports, Up to 25,000 licensed road operators of various legal forms of management operate. There are up to 50 urban utilities that provide passenger services by buses, tram and trolley-buses and subways in the cities. According to the State Statistics Service of Ukraine, the mobility interregional has a tendency to grow systemically (except - 2020-2021 years - is related to the COVID pandemic). Competition between modes of transport in long-distance transport is ensured, in particular, through the application of a flexible tariff policy. Price variability provides a basis for the consumer of transport services to make their choice, giving preference to a particular mode of transport, taking into account tariff, speed, comfort. The active development of air transportation, which has been observed in recent years, encourages to consider such transportation as an alternative to bus and railways, namely, Intercity trains. Air transport has a great unrealized potential, which requires investment and appropriate clear messages for potential investors to ensure a favorable business climate in the country.Ambitious goals for the development of infrastructure, in particular, airport, should be present in the strategic documents of Ukraine's economic development and its transport infrastructure, which will further attract investors to potential regional development projects.
