МІЖНАРОДНИЙ ДОСВІД НАДАННЯ СОЦІАЛЬНИХ ВИПЛАТ

Анотація

Уточнено визначення та сутність поняття “соціальні виплати” за рахунок визначення його місця в системі понять теорії соціального забезпечення та його розуміння як узагальнюючого поняття, яке включає усі види виплат у грошовій і натуральній формах, що мають соціальний характер і спрямовані на захист населення від усіх видів соціальних ризиків. Проаналізовано статистичні дані щодо кількості отримувачів соціальних виплат, їх розмірів та динаміки у таких країнах, як: Японія, Швеція, США, Німеччина, Угорщина. Розглянуто види соціальних виплат й виокремлено та обґрунтовано характерні риси систем надання соціальних виплат у цих країнах.
Уточнено підхід щодо впровадження зарубіжного досвіду надання соціальних виплат в Україні за рахунок обґрунтування напрямів його застосування на основі аналізу статистичних даних країн, досвід яких є доцільним для використання, що сприятиме підвищенню впорядкованості процедури надання соціальних виплат та забезпеченню її адресності, справедливості, своєчасності та ефективності. Серед напрямів використання зарубіжного досвіду надання соціальних виплат в Україні виділено: приведення розміру соціальних виплат у відповідність реальним потребам їх отримувачів; впровадження системи загальнообов’язкового медичного страхування; охоплення системою соціальних виплат виключно того населення, яке не має засобів для існування та можливостей для отримання заробітку; забезпечення адресності і справедливості надання соціальних виплат за рахунок посилення контролюючих функцій органів соціального інспектування; урізноманітнення виплат з безробіття, що обумовлює індивідуальний підхід та високий рівень захищеності від безробіття людей, які не мають альтернативних джерел доходів; надання соціальної допомоги в натуральній формі та у вигляді участі в тимчасових соціальних програмах, що передбачають не тільки соціальну підтримку, а й працевлаштування та професійний розвиток; забезпечення єдності та впорядкованості соціального законодавства за рахунок розробки єдиного Соціального кодексу. Перспектива подальших наукових досліджень у даному напрямі полягає у розробці механізму реформування системи соціальних виплат на засадах успішних зарубіжних практик розвитку соціальної сфери.

INTERNATIONAL EXPERIENCE IN PROVIDING SOCIAL BENEFITS

Summary

The definition and essence of the concept of “social benefits” are clarified by substantiating its place in the system of concepts of social security theory and its understanding as a generalizing concept, which includes all types of payments in cash and in kind, social in nature are aimed at protecting the population from all types of social risks. Statistics on the number of recipients of social benefits, their size and dynamics in countries such as Japan, Sweden, USA, Germany, Hungary are analyzed. The types of social benefits are considered, the characteristic features of the systems of social benefits in these countries are identified and substantiated.
The approach to the introduction of foreign experience in providing social benefits in Ukraine by justifying the directions of its application based on the analysis of statistical data of countries whose experience is determined to be useful, which will help improve the orderliness of the procedure for providing social benefits and ensure its targeting, fairness, timeliness and efficiency. Among the areas of use of foreign experience in providing social benefits in Ukraine are: bringing the amount of social benefits in line with the real needs of their recipients; introduction of a system of compulsory health insurance; coverage by the system of social benefits only of the population that does not have the means of subsistence and opportunities to earn money; ensuring the targeting and fairness of social benefits by strengthening the supervisory functions of social inspection bodies; expanding the variety of unemployment benefits, which leads to an individual approach and a high level of protection against unemployment of people who do not have alternative sources of income; provision of social assistance in kind and in the form of participation in temporary social programs, providing not only social support, but also employment and professional development; ensuring the unity and orderliness of social legislation through the development of a unified social code. The prospect of further research in this direction is to develop a mechanism for reforming the system of social benefits on the basis of successful foreign practices in the development of the social sphere.
