РОЗВИТОК ПРИКОРДОННИХ ТЕРИТОРІЙ УКРАЇНИ: ОРГАНІЗАЦІЙНО-ПРАВОВЕ ЗАБЕЗПЕЧЕННЯ
Анотація
В статті розкрито організаційно-правове забезпечення розвитку прикордонних територій України, яке включає: інституційне, інфраструктурне, кадрове та фінансове забезпечення. Статтю підготовлено в межах виконання науково-дослідної теми «Виокремлення проблемних територій та інструментарій стимулювання їх економічної активності» (ДР № 0120 U103864). Визначено прикордонний згідно з державною стратегією регіонального розвитку на 2021 – 2027 роки. Розкрито транскордонне співробітництво як інструмент розвитку прикордонних територій в транскордонному просторі Україна-ЄС. Проаналізовано інституційне забезпечення транскордонного співробітництва в розрізі прикордонних регіонів України за наступними показниками: наявність угод про транскордонне співробітництво, визначення транскордонного співробітництва як стратегічний пріоритет розвитку прикордонного регіону, розробка та затвердження регіональних програм розвитку транскордонного співробітництва, розробка та реалізація спільних стратегій розвитку транскордонного співробітництва тощо. Виявлено вплив функціонування пункту пропуску на державному кордоні на життєдіяльність територіальних громад на прикордонних територіях у транскордонному просторі Україна-ЄС. Виявлено позитивний вплив функціонування пунктів пропуску на державному кордоні України з країнами ЄС - на умови життя домогосподарств. Виокремлено форми транскордонного співробітництва з метою стимулювання регіонального економічного розвитку: транскордонні індустріальні та технологічні парки, економічні і промислові зони, транскордонні кластери.

DEVELOPMENT OF BORDER AREAS OF UKRAINE: ORGANIZATIONAL AND LEGAL SUPPORT
Summary
The article reveals the organizational and legal support for the development of border areas of Ukraine, which includes: institutional, infrastructural, personnel and financial support. The border has been determined in accordance with the state strategy of regional development for 2021-2027. Cross-border cooperation as a tool for the development of border areas in the Ukraine-EU cross-border area is revealed. The institutional support of cross-border cooperation in terms of border regions of Ukraine is analyzed according to the following indicators: the presence of agreements on cross-border cooperation, defining cross-border cooperation as a strategic priority of cross-border development, development and approval of regional cross-border cooperation programs, development and implementation of joint communities within Euroregions, the EU Cross-Border Cooperation Program, initiating a macro-regional strategy for the Carpathian region, increasing access to the state border and improving border crossing procedures. The influence of the functioning of the checkpoint at the state border on the vital activity of territorial communities in the border areas in the cross-border space of Ukraine-EU is revealed. The main problems of development of territorial communities in the border areas in the context of intensification of cross-border cooperation are identified. The positive impact of the functioning of checkpoints on the state border of Ukraine with the EU countries on the living conditions of households was revealed. Isolation of forms of cross-border cooperation in order to stimulate regional economic development in the context of state regional policy of Ukraine: cross-border industrial and technological parks, economic and industrial zones, cross-border clusters. Determining the legal support for the introduction of forms of cross-border cooperation in Ukraine. The agencies of regional development in the context of introduction of forms of cross-border cooperation are noted.
