ТИПОЛОГІЗАЦІЯ ПРИБЕРЕЖНИХ ТЕРИТОРІЙ УКРАЇНИ

Анотація

Визначення макрорегіону «Азов-Чорне море» як одного з типів функціональних територій України актуалізує питання диференціації цих територій для цілей надання держаної підтримки розвитку.
Зазначено, що ключовими драйверами розвитку прибережних територій в Європейському Союзі – з огляду на наближення останніх до морського узбережжя – виступають прибережний туризм, морський вантажний транспорт, круїзний туризм, марикультура та морська вітрова енергія. Здійснено типологізацію прибережних територій України на прикладі розташованих у макрорегіоні «Азов-Чорне море» територіальних громадах.
Виявлено, що прибережний туризм та функціонування морського вантажного транспорту (діяльність морських портів, які його обслуговують) є єдиними напрямами використання потенціалу, який прибережні території України отримують від наближення до морського узбережжя.
Запропоновано напрями державної підтримки прибережних територій.

TYPOLOGY OF COASTAL AREAS OF UKRAINE

Summary

The Government of Ukraine has identified the Azov-Black Sea macro-region in the State Strategy for Regional Development of Ukraine until 2027 as one of the ten types of functional territories of Ukraine that need state support. This actualizes the study of coastal areas, especially in terms of their differentiation for the purposes of providing state support for development.
Coastal tourism, maritime freight transport, cruise tourism, mariculture and offshore wind energy are the key drivers of coastal growth in the spatial planning policy in the European Union - given their approach to the coast.
We have classified the coastal territories of Ukraine on the example of territorial communities located in the macro-region “Azov-Black Sea”, taking into account the European experience of spatial planning. We have singled out several groups of territorial communities: territorial communities that feel the direct impact of tourism on their development, territorial communities that feel the indirect impact of tourism on their development, territorial communities that feel the impact of sea freight transport on their development, territorial communities that do not the clear influence of the sea on its development. We used an expert method for the distribution. It was based on analysing the location of territorial communities (relative to the seacoast and other territorial communities) and data of the State Tax Service of Ukraine on the number of active taxpayers, revenues in terms of budget codes and taxes paid by type of economic activity.
We found that coastal tourism and the functioning of sea freight transport (the activities of seaports that serve it) are the only areas of use of the potential that the coastal areas of Ukraine receive from the approach to the sea coast.
We see areas of state support for the development of coastal areas in the promotion of tourism, projects for the development of mariculture and the establishment of offshore wind farms, and improving infrastructure (including transport). This will turn them into drivers of the socio-economic development of coastal areas. These issues are of particular importance for the activation of territorial communities located in coastal areas that do not use or make little use of the potential of the sea.
