ДЕРЖАВНЕ УПРАВЛІННЯ РОЗВИТКОМ ІННОВАЦІЙНОГО ПІДПРИЄМНИЦТВА В КОНТЕКСТІ ЗМІНИ КОМУНІКАЦІЙНИХ СТРАТЕГІЙ МІСЦЕВИХ ОРГАНІВ ВЛАДИ ТА ДЕЦЕНТРАЛІЗАЦІЇ В УМОВАХ ПАНДЕМІЇ COVID-19, ДІДЖИТАЛІЗАЦІЇ ТА СТАЛОГО РОЗВИТКУ
Анотація
В статті розглянуто державне управління розвитком інноваційного підприємництва в контексті зміни комунікаційних стратегій місцевих органів влади та децентралізації в умовах пандемії COVID-19, діджиталізації та сталого розвитку. Доведено, що в умовах пандемії COVID-19, діджиталізації та сталого розвитку необхідним є формування на національному рівні просторової моделі розвитку інституціонального середовища, що набуває принципово нового значення. Поляризація підвищує дифузії інновацій в сусідні регіони, а також створює імпліцитні резерви накопичення інноваційного потенціалу. Існує потреба рекомбінації елементів інституціонального середовища та створення мережі найліпших функціональних зв’язків між інститутами та інноваційними підприємствами. Розроблено методику інтегрального оцінювання та прогнозування ефективності реалізації Концепції державного регулювання інноваційним підприємництвом. Така методика дозволяє у найліпші способи визначити точкові імпульси, на які будуть спрямовані заходи державного впливу в умовах пандемії COVID-19, діджиталізації та сталого розвитку. За допомогою визначення точкових імпульсів можливо у подальшому визначити конкурентні переваги Концепції. Подальший ефективний розвиток інноваційного підприємництва повинен забезпечуватися виключно в усіх регіонах України. З метою підвищення ефективності державного регулювання інноваційним підприємництвом існує потреба перегляду інструментів державного впливу на зазначений сектор економіки. Такі інструменти в умовах пандемії COVID-19, діджиталізації та сталого розвитку доцільно формувати на засадах цільового управління та ресурсозбереження в межах кожної території розвитку підприємництва.

STATE MANAGEMENT OF INNOVATIVE ENTREPRENEURSHIP DEVELOPMENT IN THE CONTEXT OF CHANGING COMMUNICATION STRATEGIES OF LOCAL AUTHORITIES AND DECENTRALIZATION IN THE CONTEXT OF THE COVID-19 PANDEMIC, DIGITALIZATION AND SUSTAINABLE DEVELOPMENT
Summary
The article considers the state management of innovative entrepreneurship development in the context of changing communication strategies of local authorities and decentralization in the context of the COVID-19 pandemic, digitalization and sustainable development. It is proved that in the conditions of the COVID-19 pandemic, digitalization and sustainable development it is necessary to form at the national level a spatial model of the development of the institutional environment, which acquires a fundamentally new meaning. It is based on achieving the polarization of institutions and their economic and geographical feasibility. Polarization increases the diffusion of innovations to neighboring regions, as well as creates implicit reserves for the accumulation of innovation potential. Innovative enterprises play a special role in the policy of polarization of the institutional environment, as they are able to use local resources and determine the conditions for the appropriate location of institutions in the regions of Ukraine. There is a need to recombine the elements of the institutional environment and create a network of the best functional links between institutions and innovative enterprises. A method of integrated assessment and forecasting of the effectiveness of the implementation of the Concept of state regulation by innovative entrepreneurship has been developed. This technique allows to determine in the best ways the point impulses to which the measures of state influence will be directed in the conditions of the COVID-19 pandemic, digitalization and sustainable development. By defining point impulses, it is possible to further determine the competitive advantages of the Concept. Further effective development of innovative entrepreneurship should be ensured exclusively in all regions of Ukraine. In order to increase the effectiveness of state regulation by innovative enterprises, there is a need to revise the instruments of state influence on this sector of the economy. Such tools in the context of the COVID-19 pandemic, digitalization and sustainable development should be formed on the basis of targeted management and resource conservation within each area of business development.
