ПРОБЛЕМИ І ПЕРСПЕКТИВИ ОБСЛУГОВУВАННЯ ДЕРЖАВНОГО БОРГУ В УКРАЇНІ
Анотація
Стаття присвячена проблемам обслуговування державного боргу та перспективам їх вирішення. Розглянуто економічну та політичну сутність поняття «державного боргу». На основі статистичних даних проаналізовано основні тенденції стану державного боргу України за минулі періоди. Розкрито критерії максимально допустимого боргового навантаження, яке не перешкоджає повноцінному функціонуванню національної економіки. Досліджено структуру державного боргу та її вплив на економічний розвиток України. Досліджено вплив зовнішніх та внутрішніх економічних процесів на формування державного боргу України. Сформовано основні відмінності зовнішнього та внутрішнього державного боргу. Розглянуто проблеми у сфері обслуговування державного боргу та причини їх виникнення. Виділено ключові фактори, які вплинули на стрімке зростання державного боргу та визначено перспективи зменшення витрат на обслуговування державного боргу.

PROBLEMS AND PROSPECTS OF STATE DEBT SERVICE IN UKRAINE
Summary
Public debt has a significant impact on the public finances. On the one hand, it can expand the financial potential of the state, and on the other hand it can affect the financial stability negatively. The purpose of this article is to identify problems in the servicing of public debt and to explain the prospects for their solution.
The relevance of the study lies in the problems of increasing the public debt of Ukraine. The article considers the economic and political ideas of the public debt concept. The main trends in the public debt of Ukraine for the last nine years are analyzed. The criteria of the maximum allowable debt burden, which does not interfere with the full functioning of the national economy, are revealed. The structure of public debt and its impact on the economic development of Ukraine is studied. The differences between the concepts of external and internal debt are formed. The problems in the field of public debt service and the reasons for their occurrence are considered. The key factors that influenced the rapid growth of public debt are highlighted. Peculiarities of public debt formation in the conditions of crisis economic phenomena are investigated. The constant budget deficit of Ukraine determines the growth of external borrowing, which negatively affects the financial stability of the state and the development of the domestic market of government securities. Due to the inefficient policy of servicing the public debt, the repayment of debt principal and interest in Ukraine is managed by new borrowings. This creates a crisis situation in the country, which suspends economic development, because borrowed funds from the state are used inefficiently. For example, during the period of excessive debt burden on the state budget, expenditures on economic activities, education, and health care are reduced. This study reveals the factors that have shaped the current debt situation in Ukraine and the risks that result from it. It is crucial for Ukraine to invest borrowed money into fast growing sectors of economy which will help to generate income to pay back the principal of the debt and interest.
