ВПЛИВ ДЕЦЕНТРАЛІЗАЦІЇ НА ЕКОНОМІКУ РЕГІОНІВ УКРАЇНИ

Анотація

У статті досліджено вплив політики децентралізації на розвиток економіки регіонів України. Автори показують, що здійснені в Україні заходи з децентралізації, започатковані у 2015 р., призвели до певних позитивних змін в економіці регіонів. За допомогою економетричної моделі, побудованої за панельними даними 2014-2019 рр., доведено, що зростання обсягу видатків місцевих бюджетів, яке відбулося завдяки проведеній реформі децентралізації, справило позитивний вплив на економіку регіонів, обсяг якої був виміряний за допомогою показника «валовий регіональний продукт». Таке зростання економіки на регіональному рівні відбулося завдяки збільшенню інвестицій з місцевих бюджетів та зростанню обсягів надання місцевих суспільних послуг органами місцевого самоврядування. Разом з тим, автори дійшли висновку, що економічний вплив політики децентралізації міг би бути значно більшим у випадку, якби відбулося зростання частки бюджету розвитку у місцевих бюджетах та була суттєво посилена місцева бюджетна автономія, яка дозволила б територіальним органам влади ефективніше залучати місцеві джерела доходів та зовнішнє фінансування.

THE EFFECT OF DECENTRALIZATION ON THE ECONOMY OF REGIONS IN UKRAINE

Summary

In this article the authors investigate how the development of regions’ economies is affected by the choice of decentralization policy. The measures on decentralization carried out in Ukraine from 2015 onwards resulted in positive changes in the economy of regions. Through the use of an econometric model built on panel data from between 2014 and 2019 it was well-proven that the growth of local budget expenditures, observed due to the reform of decentralization, demonstrates a certain positive effect on the regional economy, the volume of which was measured by the size of gross regional product. Gross regional product is a measure presenting gross value added from all the activities performed in a region, so it is a good measure for a region’s economic development. Gross regional product was then regressed by different regional factors including private consumption, gross investments, net export and combined local budget expenditures. A panel model developed in the article basing on 150 observations appeared to be significant and showed gross investments to be the most influential factor for regional economy development. As concerns local budget expenditure, a proxy for the decentralization factor, it demonstrates a positive influence on the gross regional product. This fact proves that the ongoing decentralization in Ukraine is to some extent responsible for positive developments in the regional economy. Thus, regional economic growth took place due to investments from local budgets and growth in the delivery of local public services. However, the impact of local budget expenditure as a factor of regional economic development appeared to be limited, as the budget expenditure multiplier was found to equal one (1). At the same time a conclusion is made that the economic input of a decentralization policy to economic growth could be considerably higher if the share of the so-called development budget (actually local public investment funds) in local expenditures rises as well. The reason for it diminishing in recent years lies in the negative trends in public revenues, which have been re-shifted in favor of the central government. Another opportunity area for raising local government input to economic development is extending local fiscal autonomy. This factor would allow local authorities to more effectively manage local sources of revenue as well as attract external funding.
