ОРГАНІЗАЦІЙНИЙ РЕДИЗАЙН ЯК ІНСТРУМЕНТ РОЗВИТКУ ПІДПРИЄМСТВА

Анотація

У статті розкрито зміст поняття організаційної структури та представлено підходи різних авторів до його трактування. Представлено теоретико-методичні засади процесу удосконалення організаційних структур. Наведено діючу організаційну структуру Національного банку України та проведено її діагностику. Обчислено показники ефективності функціонування дійсної та удосконаленої структур банку. Запропоновано авторське бачення напрямків перепроектування організаційної структури НБУ, що передбачає перерозподіл функціональних обов’язків та повноважень апарату управління, а також зміну лінійних і функціональних підпорядкувань. Подано результати опитування працівників банку, що мають релевантний вплив на редизайн організаційної структури управління. Висвітлено окремі аспекти кадрового планування, на які впливають рекомендовані зміни, зокрема раціоналізація системи мотивації та показників КРІ для управлінського персоналу.

ORGANIZATIONAL REDESIGN AS A TOOL FOR ENTERPRISE DEVELOPMENT

Summary

The article reveals the content of the organizational structure concept and presents the approaches of different authors to its interpretation. The rigid, hierarchical (linear, functional, linear-functional, divisional) and flexible or adaptive (design, matrix, group, network, program-target) management structures are highlighted. Theoretical and methodological principles of the process of improving organizational structures are presented. The main methods of redesigning organizational structures, in particular expert, analogies and goals structuring are described. The stages of an organizational structure reorganization process are named: preparation, collection of information and identification of problems, understanding of problems, organizational and technical design, social design, transformation. The current organizational structure of the National Bank of Ukraine is presented and its diagnostics is carried out; it is determined that the structure is mixed with elements of functional and divisional. The main performance indicators for real and improved bank`s structures are calculated. The author's vision of the redesign directions for the NBU organizational structure is offered, which provides for the redistribution of functional responsibilities and powers of the management staff (Chairman of the NBU, First Deputy Chairman, Deputy Head of Market Operations, Deputy Chairman for Prudential Supervision, Deputy Chairman for Monetary Stability, Deputy Head of Payment Systems and Money Circulation), as well as the change of linear and functional subordination. The results of a survey among bank employees which have a relevant impact on the redesign of the management organizational structure are presented (simplification of management staff structure, reducing the number of managerial positions, the establishment of direct contacts between departments, decentralization of management). Some aspects of personnel planning that are affected by the recommended changes are highlighted, in particular the rationalization of the motivation system and KPI indicators for management staff, and the introduction of an obligatory exchange of managerial experience into the personnel training program upon taking the position of the department head.
