МЕТОДИЧНІ ПІДХОДИ ОЦІНЮВАННЯ СТАЛОСТІ РОЗВИТКУ ПРОДУКТИВНИХ СИЛ РЕГІОНІВ УКРАЇНИ

Анотація

У статті досліджуються методичні підходи щодо оцінювання сталості розвитку продуктивних сил регіонів. Встановлено, що для визначення сталого розвитку регіонів найчастіше використовують інтегральні методи оцінки, що базуються на показниках існуючих статистичних даних. При цьому різні актори використовують різну кількість показників та по-різному групує їх. Для оцінювання сталості розвитку продуктивних сил регіонів, також пропонується проводити оцінювання за допомогою визначення показників стимуляторів та дестимуляторів. Найчастіше у методичних підходах оцінювання сталості розвитку продуктивних сил регіонів перед визначенням інтегрального індексу сталого розвитку визначаються інтегральні індекси економічної, соціальної та екологічної складових сталого розвитку. Також, для оцінювання сталості розвитку продуктивних сил регіонів використовують методику формальних статистичних методів, а саме трендових геопросторових статистичних моделей, задіючи побудову поліноміальних регресійних моделей, що включають обробку геопросторово прив’язаних даних та методів експертного оцінювання. В результаті розрахунків у залежності від отриманих значень інтегральних показників регіони групуються за рівнем сталого розвитку, а також за рівнем економічного, соціального та екологічного розвитку. Встановлено, що не існує єдиного підходу оцінювання сталості розвитку продуктивних сил регіонів.

METHODICAL APPROACHES OF ESTIMATION OF SUSTAINABILITY OF DEVELOPMENT OF PRODUCTIVE FORCES OF REGIONS OF UKRAINE

Summary

The article explores methodological approaches to assess the sustainability of the development of productive forces of the regions. It is established that to determine the sustainable development of regions, most often they use integrated estimation methods based on indicators of existing statistics. In doing so, different actors use different numbers of metrics and group them differently. In order to assess the sustainability of the development of the productive forces of the regions, it is also suggested to evaluate by determining the indicators of stimulants and stimulators by forming a matrix of indicators, where: the maximum values are selected for the stimulus features and the minimum values for the stimulus features. Often, methodological approaches to assessing the sustainability of the development of productive forces of regions, before determining the integral index of sustainable development, determine the integral indices of economic, social and environmental components of sustainable development. But, often enough, integral indices are calculated as the geometric mean or arithmetic mean of the partial indices of the components of the integral inductor of sustainable development of regions, which makes the integral index essentially complex and distorts the results of the obtained calculations. The analysis of methodological approaches for assessing the sustainability of the development of the productive forces of the regions of Ukraine showed that sometimes researchers distinguish not three commonly accepted components of sustainable development, but more. They also use formal statistical methods, namely trending geospatial statistical models, to evaluate the sustainability of the productive forces of the regions, by constructing polynomial regression models that include the processing of geospatial data and expert estimation methods. As a result of the calculations, depending on the values of the integrated indicators obtained, the regions are grouped according to the level of sustainable development, as well as the level of economic, social and environmental development, which makes it possible to propose further strategic measures to activate sustainable development in a certain group of regions. It is established that there is no single approach to assessing the sustainability of the development of productive forces of the regions.
