АНАЛІЗ ДЖЕРЕЛ ФІНАНСУВАННЯ КАПІТАЛЬНИХ ВКЛАДЕНЬ У КОМУНАЛЬНЕ ПІДПРИЄМСТВО «МІСЬКЕ УПРАВЛІННЯ КАПІТАЛЬНОГО БУДІВНИЦТВА» М. МАРІУПОЛЬ
Анотація
В умовах розвитку ринкової економіки інвестиційна діяльність у будівництві набуває важливого значення. Протягом останнього десятиліття розвиток економіки держави відбувався на фоні інвестиційних криз, що спостерігається і до сьогодні. У сукупності з машинобудуванням будівництво становить матеріальну основу інвестиційно-виробничої діяльності та забезпечує формування й розвиток виробничого потенціалу матеріальної сфери, його інфраструктури. Унаслідок функціонування будівельного комплексу реалізується інвестиційна політика держави, визначаються народногосподарські пропорції, масштаби й темпи розвитку окремих галузей, науково-технічного прогресу й ефективність інвестицій у всіх галузях економіки.
В умовах радикальних перетворень в економіці України відбулися процеси зміни активності інвестиційної діяльності інвесторів із виробничої у фінансову сферу. Для створення механізмів інвестиційної діяльності в будівництві державі необхідно створити відповідні стимули залучення інвестицій.

ANALYSIS OF SOURCES OF FINANCING CAPITAL INVESTMENTS IN THE MUNICIPAL ENTERPRISE "CITY DEPARTMENT OF CAPITAL CONSTRUCTION" M. MARIUPOL
Summary
In the conditions of market economy development, investment activity in construction becomes important. Over the last decade, the development of the state's economy has taken place against the background of investment crises, which is still observed today. In conjunction with mechanical engineering, construction is the material basis of investment and production activities and ensures the formation and development of production potential of the material sphere, its infrastructure. As a result of the functioning of the construction industry, the investment policy of the state is implemented, the economic proportions, the scale and pace of development of individual industries, scientific and technological progress and the efficiency of investment in all sectors of the economy are determined.
In the conditions of radical transformations in the economy of Ukraine there were processes of change of activity of investment activity of investors from production to financial sphere. To create mechanisms for investment activities in construction, the state needs to create appropriate incentives to attract investment.
With a significant reduction in investment opportunities for budgets at all levels and enterprises and organizations caused by the crisis in the economy, the problems of financial capital investment for structural adjustment of the economy, conversion and modernization of production, introduction of new technologies come to the fore. A partial solution to this problem can be achieved through such sources as expanding the issue of shares and bonds, attracting foreign investment (including loans), using part of the proceeds from the privatization of property and depreciation for the full restoration of fixed assets of state enterprises.
The volume of capital investments (investments), in general and by their individual types, enterprises determine annually, based on the need for them and available sources of funding.
The composition of sources of financing directed to capital investments depends on the level of centralization of capital investments from investors, taking into account the form of ownership.
In cases when the investors of state capital investments are public authorities of all levels, the sources of financing of such capital investments are the funds of the respective budgets, extra-budgetary funds and borrowed funds. Budget funds for the financing of production facilities are allocated to enterprises in cases where these facilities are included in the target comprehensive program approved by the Cabinet of Ministers of Ukraine.
