ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНИЙ МЕХАНІЗМ РОЗВИТКУ СІЛЬСЬКИХ ТЕРИТОРІАЛЬНИХ ГРОМАД: ВНУТРІШНЯ ІНТЕГРАЦІЯ ТА ФІНАНСОВА СПРОМОЖНІСТЬ
Анотація
В статті розглянуто умови реалізації організаційно-економічний механізму розвитку сільських територіальних громад, в контексті їх внутрішньої інтеграції та фінансової спроможності. Доведено, що організаційно-економічний механізму розвитку сільських територіальних громад в розрізі трьох складових (результативності фінансово-бюджетного забезпечення, ефективності використання ресурсів та можливостей економічного зростання), здатний формувати функціональний базис та ресурсну самодостатність територій для модернізації об’єктів інфраструктури сільської поселенської мережі та активізації співробітництва з підприємницьким середовищем. Представлено етапи реалізації організаційно-економічного механізму розвитку сільських територіальних громад. Наведено основні чинники та критерії внутрішньої інтеграції та зростання фінансової спроможності сільської територіальної громади в організаційно-економічному механізмі їх розвитку. Обґрунтовано, що програмно-цільовий метод дозволяє налагодити цілеспрямовану організацію органів місцевого самоврядування та взаємовідносини із зацікавленими суб’єктами бізнесу для економічного зростання сільських територіальних громад.

ORGANIZATIONAL AND ECONOMIC DEVELOPMENT MECHANISM OF RURAL TERRITORIAL COMMUNITIES: INTERNAL INTEGRATION AND FINANCIAL CAPACITY
Summary
The article considers the conditions of realization of the organizational and economic mechanism of development of rural territorial communities, in the context of their internal integration and financial capacity. It is proved that the organizational and economic mechanism of development of rural territorial communities in terms of three components (effectiveness of financial and budgetary support, efficient use of resources and opportunities for economic growth) is able to form the functional basis and resource self-sufficiency of territories cooperation with the business environment. The stages of realization of the organizational and economic mechanism of development of rural territorial communities are presented. It is proved that the organizational and economic mechanism of development of rural territorial communities embodies a set of economic and organizational methods, ways, forms, tools and levers of influence on economic relations and internal integration processes in rural settlement network, which determine real and possible criteria communities, given alternative options for upgrading their infrastructure on an innovative basis. The main factors and criteria of internal integration and growth of financial capacity of the rural territorial community in the organizational and economic mechanism of their development are given. It is substantiated that the program-target method allows establishing purposeful organization of local self-government bodies and relations with interested business entities for economic growth of rural territorial communities. It is proved that the effectiveness of budget policy to increase the financial capacity of rural communities, in order to fill rural budgets with resource base, ensures the self-sufficiency of rural settlement networks to implement innovative projects and modernize infrastructure in the long run. Instruments for increasing the financial capacity of rural budgets of rural territorial communities (direct grants, indirect (tax splitting) transfers, targeted and general transfers) are one-time and term, and require additional cash to ensure a high level of decentralization and broad tax autonomy of local governments.
