НАУКОВІ ПІДХОДИ ДО ВИЗНАЧЕННЯ ІНСТИТУЦІОНАЛЬНОГО СЕРЕДОВИЩА РЕГІОНАЛЬНОЇ ЕКОНОМІКИ

Анотація

В статті доведено важливість функціонування інституційного середовища регіональної економіки. Узагальнено сучасні погляди на визначення сутності поняття «інституційне середовище регіональної економіки». Ретельний аналіз існуючих визначень дозволив обґрунтувати наукові підходи до визначення сутності інституційного середовища регіональної економіки: інституційне середовище регіональної економіки як сукупність законодавчо встановлених правил та норм, як сукупність певних інститутів, як певна взаємодія, як багаторівневе управління. Обґрунтовано доцільність визначення інституційного середовища регіональної економіки з точки зору системного підходу. Запропоновано інституційне середовище регіональної економіки трактувати як систему окремих елементів, взаємодія яких спрямована на забезпечення ефективного розвитку економіки регіону. Уточнено зміст окремих елементів такої системи.

SCIENTIFIC APPROACHES TO THE DETERMINATION OF THE INSTITUTIONAL ENVIRONMENT OF THE REGIONAL ECONOMY

Summary

The article proves the importance of functioning of the institutional environment of the regional economy. The review of publications covering the problems of the institutional environment of the regional economy showed, first of all, significant scientific achievements in this context. Modern views on the definition of the essence of the concept of “institutional environment of the regional economy” are generalized. Thorough analysis of existing definitions allowed substantiating scientific approaches to defining the essence of the institutional environment of the regional economy: the institutional environment of the regional economy as a set of legally established rules and regulations, as a set of certain institutions, as a certain interaction, as multilevel governance. The reasonability of determining the institutional environment of the regional economy is substantiated from the point of view of the system approach. This remark is based on the fact that the very interpretation of the institutional environment of the regional economy as a certain system of ordered elements can fully reveal the versatility of the outlined concept. It is proposed to interpret the institutional environment of the regional economy as a system of individual elements, the interaction of which is aimed at ensuring the effective development of the region’s economy. A systemic approach to determining the institutional environment of the regional economy involves the following elements: subjects, objects, goals, objectives, methods, principles and various forms of support. The content of the elements of the specified system is provided. The scientific novelty of the study, the results of which are presented in this article, is to clarify the definition of “institutional environment of the regional economy” on the basis of a systemic approach. At the same time, as a direction of further research, it is reasonable to indicate the need to develop a mechanism for the interaction of individual subjects of the institutional environment of the regional economy.
