АНТИКОРУПЦІЙНА СКЛАДОВА ПРОЦЕСУ ОРГАНІЗАЦІЇ ЗАКУПІВЕЛЬ ТОВАРІВ, РОБІТ ТА ПОСЛУГ ДЛЯ ПОТРЕБ НАЦІОНАЛЬНОЇ ГВАРДІЇ УКРАЇНИ
Анотація
У даній статті подано розробку методики дослідження антикорупційної складової процесу організації закупівель товарів, робіт та послуг для потреб Національної гвардії України. У якості наукової новизни отриманих результатів виступає розробка теоретико-методологічних засад щодо організації закупівель товарів, робіт та послуг для потреб Національної гвардії України. В даній роботі розглядаються ключові характеристики державних закупівель товарів, робіт та послуг з метою задоволення потреб Національної гвардії України як об'єкта управління. В статті систематизовані основні складові антикорупційного моніторингу процесу організації закупівель товарів, робіт та послуг для потреб військових частин. Кількість та вартість контрактів у даній роботі пропонується вважати найбільш загальними показниками оцінки якості державних закупівель для військових частин Національної гвардії України. Кількісна і вартісна компоненти процесу організації закупівель пропонуються обов'язково розглядати у тісному взаємозв'язку. В даній статті акцентується увага на тому, що закупівлі є вкрай складним та багатоаспектним об'єктом дослідження і тому характеризуються безліччю найрізноманітніших індикаторів. Описані основні обставини, які обумовлюють вибір та включення до складу тих чи інших систем закупівель. У статті систематизовано узагальнення різних підходів, що існують у зарубіжній та вітчизняній логістичній практиці, та запропоновано найбільш ключові розділи системи показників оцінки державних закупівель. В даному дослідженні доведено доцільність проведеного угруповання показників оцінки державних закупівель для потреб військових частин Національної гвардії України. Запропоновано основні показники ефективності організації держзакупівель товарів, робіт та послуг для потреб військових частин Національної гвардії України. Систематизовано проблеми, пов'язані з удосконаленням регламентації державних закупівель для військових частин Національної гвардії України. У статті розглянуто практичні аспекти труднощів постійного вдосконалення інформаційної бази та системи показників статистики державних закупівель. Практичне значення отриманих результатів полягає в формуванні відповідних рекомендацій командуванню військових частин стосовно організації закупівель товарів, робіт та послуг для потреб Національної гвардії України.

ANTI-CORRUPTION COMPONENT OF THE PROCESS OF ORGANIZATION OF PROCUREMENT OF GOODS, WORKS AND SERVICES FOR THE NEEDS OF THE NATIONAL GUARD OF UKRAINE
Summary
This article presents the development of methods for studying the anti-corruption component of the process of organizing procurement of goods, works and services for the needs of the National Guard of Ukraine. The scientific novelty of the obtained results is the development of theoretical and methodological principles for the organization of procurement of goods, works and services for the needs of the National Guard of Ukraine. This paper considers the key characteristics of public procurement of goods, works and services to meet the needs of the National Guard of Ukraine as an object of management. The article systematizes the main components of anti-corruption monitoring of the process of organizing procurement of goods, works and services for the needs of military units. The number and value of contracts in this paper is proposed to be considered the most common indicators of assessing the quality of public procurement for military units of the National Guard of Ukraine. Quantitative and cost components of the procurement process are proposed to be considered in close connection. This article emphasizes that procurement is an extremely complex and multifaceted object of study and is therefore characterized by many different indicators. The main circumstances that determine the choice and inclusion in the procurement systems are described. The article systematizes the generalization of different approaches that exist in foreign and domestic logistics practice, and proposes the most key sections of the system of indicators for evaluating public procurement. This study proves the expediency of grouping the indicators of public procurement evaluation for the needs of military units of the National Guard of Ukraine. The main indicators of efficiency of the organization of public procurement of goods, works and services for the needs of military units of the National Guard of Ukraine are offered. Problems related to improving the regulation of public procurement for military units of the National Guard of Ukraine are systematized. The article considers the practical aspects of the difficulties of continuous improvement of the information base and the system of indicators of public procurement statistics. Information support of the procurement system allows on the basis of data collection, processing and analysis to get an idea of the real situation in the public procurement sector and implement mechanisms to ensure conditions and transparency of procurement for public needs of the National Guard of Ukraine. The practical significance of the results obtained is the formation of appropriate recommendations to the command of military units regarding the organization of procurement of goods, works and services for the needs of the National Guard of Ukraine.
