УПРАВЛІННЯ ФІНАНСОВИМ ЗАБЕЗПЕЧЕННЯМ ВІЙСЬКОВИХ ЧАСТИН НАЦІОНАЛЬНОЇ ГВАРДІЇ УКРАЇНИ
Анотація
У даній статті подано розробку методики управління фінансовим забезпеченням військових частин Національної гвардії України. У якості наукової новизни отриманих результатів виступає розробка теоретико-методологічних засад щодо управління фінансовим забезпеченням військових частин Національної гвардії України. В даній роботі розглянуто основні складові системи фінансового забезпечення військових частин Національної гвардії України. Проаналізовано сутність і специфічні риси здійснення процесу фінансового планування у військових частинах Національної гвардії України. Подано перелік функцій системи управління фінансовим забезпеченням військових частин. В роботі розглянуто специфіку грошового забезпечення військовослужбовців Національної гвардії України. У статті розглянуто основні завдання посадових осіб розпорядника бюджетних коштів, органу військового управління з організації фінансового забезпечення військових частин Національної гвардії України. Описаний процес вирішення основних завдань посадових осіб одержувача бюджетних коштів щодо організації фінансового забезпечення Національної гвардії України. У статті розглянуто специфіку оформлення руху бюджетних коштів у системі фінансового забезпечення у військовій частині, в якій є штатний фінансовий орган, та в у військових частинах, де немає такого штатного фінансового органу. В даному дослідженні систематизовано основні шляхи здійснення фінансового планування та фінансування військових частин Національної гвардії України. Описано специфіку планування процесу фінансування військових частин Національної гвардії України на майбутній фінансовий рік. Розглядається механізм вирішення завдань фінансового планування господарської діяльності військових частин конкретними видами одержувачами бюджетних коштів. Подано механізм оформлення розрахунку-обґрунтування для плану фінансування військових частин Національної гвардії України. Описано перелік складових елементів у заявках на фінансування військових частин за статтями переліку видатків. Практичне значення отриманих результатів полягає в формуванні відповідних рекомендацій командуванню військових частин стосовно управління фінансовим забезпеченням.

MANAGEMENT OF FINANCIAL SUPPORT OF MILITARY UNITS OF THE NATIONAL GUARD OF UKRAINE
Summary
This article presents the development of methods for managing the financial support of military units of the National Guard of Ukraine. The scientific novelty of the obtained results is the development of theoretical and methodological principles for managing the financial support of military units of the National Guard of Ukraine. This paper considers the main components of the system of financial support of military units of the National Guard of Ukraine. The essence and specific features of the financial planning process in the military units of the National Guard of Ukraine are analyzed. The list of functions of the financial support system of military units is given. The paper considers the specifics of financial support for servicemen of the National Guard of Ukraine. The main tasks of the officials of the budget manager, the military management body for the organization of financial support of the military units of the National Guard of Ukraine are considered in the article. The process of solving the main tasks of officials of the recipient of budget funds for the organization of financial support of the National Guard of Ukraine is described. The article considers the specifics of the design of the movement of budget funds in the system of financial support in the military unit, which has a regular financial body, and in military units, where there is no such regular financial body. This study systematizes the main ways of financial planning and financing of military units of the National Guard of Ukraine. The specifics of planning the process of financing the military units of the National Guard of Ukraine for the next financial year are described. The mechanism of solving the problems of financial planning of economic activity of military units by specific types of recipients of budget funds is considered. The mechanism of registration-substantiation for the plan of financing of military units of the National Guard of Ukraine is given. The list of constituent elements in the applications for financing of military units according to the items of the list of expenditures is described. The practical significance of the results obtained is the formation of appropriate recommendations to the command of military units regarding the management of financial support.
