ПРОБЛЕМИ ТА ПЕРСПЕКТИВИ ЗАПРОВАДЖЕННЯ ІНФЛЯЦІЙНОГО ТАРГЕТУВАННЯ В УКРАЇНІ

Анотація

У статті розглянуто суть та умови впровадження інфляційного таргетування як специфічного монетарного режиму, проаналізовано та визначено початкові передумови для результативного впровадження інфляційного таргетування в Україні. Розглянуто думки та погляди вітчизняних науковців щодо застосування режиму інфляційного таргетування в наявних макроекономічних умовах в Україні. Запропоновано погляд на проблеми та перспективи запровадження інфляційного таргетування в Україні на сучасному етапі, а також зв'язок інфляції з реальними індикаторами економіки і сукупність заходів щодо її оздоровлення як з монетарної так і не монетарної точки зору. Запропоновано реальні заходи щодо можливої стабілізації економіки з метою її подальшого розвитку. Окреслено потенційні варіації вирішення проблеми впровадження інфляційного таргетування в контексті необхідних передумов до впровадження цього режиму, існуючих макроекономічних реалій в Україні та потенційних наслідків впровадження даного режиму.

PROBLEMS AND PROSPECTS OF INFLATION TARGETING IN UKRAINE

Summary

The article deals with the essence, characteristic features and conditions of the introduction of inflation targeting as a specific monetary regime. It has been analyzed weaknesses and negative effects of inflation targeting. The initial prerequisites for the effective implementation of inflation targeting have been determined and it has been substantiated their actual absence in Ukraine. The opinions and views of domestic scientists on the application of the inflation-targeting regime in the existing macroeconomic conditions in Ukraine are considered. The existing problematic issues are conditionally divided into two categories. Some of them are including those ones that make it impossible to implement inflation targeting at the present stage (problems of openness of the economy and transparency and flexibility of pricing in the industrial sector of the economy, transmission of economy signals from monetary policy through the interest rate channel from inflation forecasts and the problem of developing a medium- and long-term monetary strategy). And others that are subject to inflation the targeting will cause even more negative consequences (high inflation expectations and low confidence in the state institutions, lack of disinflation period, the imbalance of public finances and low actual independence of the central bank's lack of a coordinated state fiscal and monetary policy). The article presents a look at the problems and prospects of the introduction of inflation targeting in Ukraine at the present stage, as well as the connection of inflation with real indicators of the economy and a set of measures for its recovery, both from monetary and non-monetary point of view. In particular, the implementation of import substitution policies, the development of the internal market, the creation of the necessary financial resource base for the functioning of economic entities and their development. We propose real measures for possible stabilization of the economy for the purpose of its further development. Potential variations of the solution of the problem of the introduction of inflation targeting in the context of the prerequisites for the implementation of this regime, the existing macroeconomic realities in Ukraine and the potential consequences of the implementation of this regime are outlined.
