СИСТЕМА ВИЯВЛЕННЯ ТА ПОДОЛАННЯ ФІНАНСОВОЇ КРИЗИ В УМОВАХ СІЛЬСЬКОГОСПОДАРСЬКИХ ПІДПРИЄМСТВ: МЕХАНІЗМ ВПРОВАДЖНЕННЯ ТА РЕАЛІЗАЦІЇ
Анотація
У статті основну увагу приділено необхідності впровадження системи раннього виявлення та подолання фінансової кризи суб’єктів господарювання аграрної сфери, проаналізовано резерви беззбиткової діяльності сільськогосподарських підприємств. Розкрито економічну сутність фінансової кризи та причини її виникнення. Визначено основні етапи механізму впровадження системи раннього виявлення та подолання фінансової кризи. Доведено доцільність розробки програми антикризових заходів, яка допоможе суб’єктам господарювання аграрної сфери вийти зі стану критичної неплатоспроможності та фінансової кризи. Встановлено, що впровадження системи раннього виявлення та подолання фінансової кризи на сільськогосподарських підприємствах дасть змогу відновити платоспроможність та забезпечити постійний контроль за кризовими тенденціями у майбутньому.

SYSTEM OF DETECTION AND OVERCOMING OF THE FINANCIAL CRISIS AT AGRICULTURAL ENTERPRISES: MECHANISM OF INTRODUCING AND IMPLEMENTATION
Summary
The article presents a theoretical justification and solution of a set of tasks related to the implementation of the system of early detection and overcoming the financial crisis of economic entities, development of remedial measures and practical recommendations for overcoming crisis in agricultural enterprises. Approaches to the interpretation of the concept of financial crisis are analyzed and generalized. The external and internal causes of crisis phenomena in agricultural enterprises are determined and the consequences of their influence on financial and economic activity are analyzed. Theoretical and methodological approaches to the management and regulation of financial insolvency of entities are presented.
The main attention is paid to the need to introduce a system of early detection and overcoming the financial crisis of agricultural entities, the reserves of break-even activities of agricultural enterprises are analyzed. The economic substance of the financial crisis and the reasons for its occurrence are revealed. The main stages of the mechanism of implementation of the system of early detection and overcoming of the financial crisis are determined. The necessity of creating a structural subdivision at the enterprise, whose main task would be anti-crisis monitoring, development and implementation of a program of anti-crisis measures, is substantiated.
The stages of the mechanism of implementation of the system of detection and timely overcoming of financial crisis at agricultural enterprises are determined (collection of information for complex assessment of production and economic condition of enterprise and diagnostics of financial crisis; development of anti-crisis program). The expediency of developing a program of anti-crisis measures to help agricultural entities get out of the state of critical insolvency and financial crisis has been proved. It was emphasized that the mechanism of restoring the debtor's solvency should be crucial in resolving the issues of debt and loss of enterprises, preservation of jobs, production capacity and filling the budget. It is established that the introduction of a system of early detection and overcoming the financial crisis in agricultural enterprises will not only restore the solvency, competitiveness and profitability of the enterprise, but also ensure constant monitoring of future crisis trends.
