АНАЛІЗ ТА ОПТИМІЗАЦІЯ ФІНАНСОВОГО ЗАБЕЗПЕЧЕННЯ ДІЯЛЬНОСТІ СУБ’ЄКТІВ ІННОВАЦІЙНОЇ ІНФРАСТРУКТУРИ УКРАЇНИ
Анотація
У статті проведений аналіз наукового потенціалу та фінансового забезпечення інноваційної діяльності в Україні. Запропонована математична модель мінімізації дефіцитності суб’єктів інноваційної інфраструктури України. Здійснена оцінка невикористаних можливостей інноваційного розвитку шляхом визначення сумарного дефіциту фінансових ресурсів на проведення фундаментальних та прикладних досліджень. Однією з основних функцій держави в процесі регулювання діяльності національних інноваційних систем є обґрунтована оптимізація фінансової підтримки розвитку суб’єктів інноваційної інфраструктури. Інноваційна інфраструктура як основа розвитку національної економіки функціонує шляхом тісної взаємодії суб’єктів у динамічно змінному зовнішньому соціально-економічному середовищі. Проблеми формування і функціонування інноваційної інфраструктури країни необхідно розглядати у взаємозв’язку з розробленою у процесі дослідження математичною моделлю збалансованого розподілу інвестиційних ресурсів між об’єктами інфраструктури, ендогенною основою якої є наукові установи і структури бізнес-послуг, що самоорганізуються.

ANALYSIS AND OPTIMIZATION OF FINANCIAL SUPPORT OF ACTIVITY OF SUBJECTS OF INNOVATION INFRASTRUCTURE OF UKRAINE
Summary
The article provides an analysis of the scientific potential and financial maintenance of innovation activity in Ukraine. The mathematical model is proposed for minimizing deficits of financial support Ukraine's innovation infrastructure. Conducted the evaluation of untapped opportunities of innovative development by determining the total deficit of financial resources which are necessary for realization of fundamental and applied researches. One of the main functions of the state in the process of regulating the activities of national innovation systems is the substantiated optimization of financial support for the development of subjects of innovation infrastructure. Innovative infrastructure as the basis for the development of the national economy functions through the close interaction of subjects in a dynamically changing external socio-economic environment. Problems of the formation and functioning of the innovation infrastructure of the country should be considered in conjunction with the developed mathematical model of balanced distribution of investment resources between objects of infrastructure, the endogenous basis of which are scientific institutions and structures of self-organizing business services.
