ОСОБЛИВОСТІ СЕРЕДОВИЩА РОЗВИТКУ ПІДПРИЄМНИЦТВА В УКРАЇНІ

Анотація

У статті досліджено особливості підприємницького середовища в Україні. Розглянута динаміка міжнародних індексів оцінки бізнес-середовища. Проаналізовані показники оцінки підприємницького середовища України міжнародними організаціями та виокремлено сильні і слабкі сторони. Зокрема, показано, що протягом 2012-2017 рр. наша країна покращила свої позиції тільки за індексом легкості ведення бізнесу, що пов’язано з введенням мораторію на перевірки. Визначено, що основними негативними чинниками підприємницького середовища є затяжна економічна криза, нестабільна нормативно-правова база, військові події на Сході, несприятливий інвестиційний клімат. Обґрунтована залежність успішності роботи підприємства від рівня сприятливості підприємницького клімату, зокрема від його інституційної складової. У міжнародних рейтингах Україна має найнижчі оцінки країна за показниками зовнішнього середовища, пов’язаних з якістю управління, захистом прав власності, рівнем корупції, ефективністю судової системи. Сформовані рекомендації щодо структурування зовнішнього середовища з урахуванням ступеня покращення підприємницького клімату, що може бути використано при формуванні стратегії розвитку підприємства.

FEATURES OF THE ENVIRONMENT OF ENTREPRENEURSHIP DEVELOPMENT IN UKRAINE

Summary

The article explores the peculiarities of the entrepreneurship development environment in Ukraine. The dynamics of international business environment assessment indexes is considered. The indicators of evaluation of the business environment of Ukraine by international organizations are analyzed and the strengths and weaknesses are identified. In particular, it has been shown that during 2012-2017 our country has only improved its position on the ease of doing business, due to the introduction of a moratorium on inspections. It is determined that the main negative factors of the entrepreneurial environment are the protracted economic crisis, unstable legal framework, military events in the East, and unfavorable investment climate. The spheres of regulation, where there are significant problems entrepreneurs called: currency regulation, land use regulation, price regulation, customs clearance, connection to the electricity grid, licensing. The dependence of the company's success on the level of favorable business climate, in particular on its institutional component, is substantiated. In international ratings, Ukraine has the lowest estimates of the country in terms of the environment, related to the quality of management, property rights protection, the level of corruption, and the efficiency of the judiciary. The recommendations for structuring the external environment are taken into account the degree of improvement of the business climate, which can be used in forming the strategy of enterprise development. Such strategic directions of improvement of the business environment in Ukraine are determined: improvement of the institutional and tax environment; reduction of macroeconomic risks; development of entrepreneurial skills and human capital; stimulating innovation; expansion of funding sources; promotion of exports.
