ПРІОРИТЕТИ РОЗВИТКУ СУБ’ЄКТІВ МАЛОГО ПІДПРИЄМНИЦТВА В РАМКАХ РЕАЛІЗАЦІЇ ПОЛІТИКИ ІМПОРТОЗАМІЩЕННЯ В УКРАЇНІ
Анотація
Показники зовнішньоекономічної діяльності України демонструють зростаючі обсяги імпортної залежності країни. Така тенденція, підкріплена соціально-економічною кризою останніх років та ситуацією на Донбасі і в Криму, зумовлює необхідність пошуку шляхів відновлення економіки країни та залучення малих і великих господарюючих суб’єктів до виробництва конкурентоспроможної продукції, що сприятиме розширення внутрішнього ринку та нарощення експортного потенціалу країни.
У статті визначено основні прогалини сучасного стану промисловості і сільського господарства в Україні, що і призвели до збільшення імпортозалежності за окремими видами продукції цих галузей, а також окреслено пріоритетні напрями їх розвитку в контексті реалізації політики імпортозаміщення та включення суб’єктів малого підприємництва до процесів виробництва імпортозамінної продукції.

THE PRIORITIES OF SMALL BUSINESS DEVELOPMENT WITHIN THE FRAMEWORK OF IMPORT SUBSTITUTION POLICY IN UKRAINE
Summary
Despite the existing natural, technological and human potential, the situation in Ukraine is characterized by a decline in the rates of economic development and competitiveness of domestic products, which, on the one hand, causes a decrease in external demand for traditional Ukrainian exports and an increase of raw materials in export structure, and on the other hand - causes a decrease in domestic consumers’ demand for national production, which entails a critical growth of flows and the saturation of the domestic market with imported goods.
Indicators of Ukraine's foreign economic activity show growing volumes of its import dependence. This tendency, reinforced by the socio-economic crisis of recent years and the situation in the Donbass and Crimea, causes the need to find ways of country’s economic recovery and the involvement of small and large business entities to the processes of competitive products’ production, which will contribute to the expansion of the domestic market and the expansion of the country's export potential.
The main gaps in the current state of industry and agriculture in Ukraine, which led to the growth of import dependence on the production of these industries, are outlined in this article, as well as the priority directions of their development in the context of the import substitution policy implementation. Considerable attention is paid to the justification of prospects of small business entities inclusion to the processes of import-substitute production, taking into account the benefits of these business entities and their role in industries’ development.
For example, in agriculture the emphasis should be on formation of production, procurement, service, sales and other cooperatives, and the integration of small agricultural enterprises with processing and big shopping malls; in the food industry - territorially separated business that meets local needs, as well as the competitive production of a single commodity, usually with a specific, favorable for small business technological process; allocation of production capacities from a large enterprise; in heavy industry - the focus on high-tech low-tone production and so on.
