МЕТОДИЧНІ ПІДХОДИ ДО ОЦІНКИ ЕКОНОМІЧНОГО ПОТЕНЦІАЛУ РЕГІОНУ

Анотація

Оцінюючи в цілому ситуацію, в якій опинилась економіка України та її регіони в умовах кризи, слід констатувати, що кризи не тільки загострюють соціально-економічні проблеми, а й дають шанс їх розв'язання новими методами. Таким шансом для України є, на наш погляд, розв'язання проблемних питань, спрямованих на забезпечення ефективного управління національним багатством країни, її ресурсами і активами на всіх ієрархічних рівнях національної економіки на основі оцінки рівня економічного потенціалу кожного регіону. Метою даного дослідження є удосконалення методичного підходу щодо оцінки ресурсного забезпечення економічного потенціалу регіонів.
У статті проведено систематизацію існуючих підходів до класифікації потенціалу як економічної категорії. На основі системного підходу і логіко-теоретичного аналізу уточнено структуру соціально-економічного потенціалу регіону як системи, що складається з локальних потенціалів та запропоновано враховувати специфічні аспекти аналізу в рамках даного підходу. Детальний аналіз методів оцінки економічного потенціалу регіону надав можливість сформувати типологію принципів оцінки, які є базовими для оцінки як наявності, так і реалізації економічного потенціалу, а їх перелік залежить від методу і вимог оцінки. Управління регіональним розвитком вимагає об’єктивної та своєчасної інформації про стан, можливі загрози та перспективи змінення потенціалу.
Ситуація в економіці України є досить складною, нерівноважною і, не зважаючи на ряд виконаних реформаційних заходів державної політики, ця ситуація залишається в транзитивному стані. Для переходу в стан стійкого розвитку необхідно на регіональному рівні здійснювати пошук резервів, організаційну перебудову підприємств, впроваджувати нові форми зв’язку науки з виробництвом, ефективно використовувати інтелектуальні ресурси.
У подальших дослідженнях для оцінки економічного потенціалу регіону необхідно застосовувати та розробляти відповідні методи та методики, що адаптовані до наявних на сьогоднішній день офіційних статистичних даних та дозволять визначити не тільки величину потенціалу і якісний стан його елементів, а й ефективність його використання та відтворення.

METHODICAL APPROACHES TO ESTIMATING ECONOMIC POTENTIAL OF THE REGION

Summary

Assessing in general the situation in which the economy of Ukraine and its regions was in a crisis, it should be noted that crises not only exacerbate socio-economic problems, but also give a chance to solve them with new methods. Such a chance for Ukraine is, in our opinion, the solution of problem issues aimed at ensuring the effective management of the national wealth of the country, its resources and assets at all hierarchical levels of the national economy based on an assessment of the level of economic potential of each region. The purpose of this study is to improve the methodological approach to assessing the resource availability of economic potential of the regions.
The article deals with the systematization of existing approaches to the classification of potential as an economic category. On the basis of the systematic approach and logical and theoretical analysis, the structure of the socio-economic potential of the region as a system consisting of local potentials is specified and it is proposed to take into account the specific aspects of the analysis within the framework of this approach. A detailed analysis of the methods for assessing the economic potential of the region provided an opportunity to form a typology of evaluation principles that are basic to assess both the availability and the implementation of economic potential, and their list depends on the method and requirements of evaluation. Regional development management requires objective and timely information on the status, potential threats and prospects for capacity change.
The situation in the Ukrainian economy is rather complicated, unbalanced and, despite a number of implemented reform measures of state policy, this situation remains in a transitive state. To move to a sustainable development, it is necessary at regional level to search for reserves, organizational restructuring of enterprises, to introduce new forms of communication science with production, to use intellectual resources efficiently.
In further research, in order to assess the economic potential of the region, it is necessary to apply and develop appropriate methods and techniques adapted to the official statistics available to date and will allow to determine not only the size of the potential and the qualitative state of its elements, but also the effectiveness of its use and reproduction.
