СОЦІАЛЬНО-ЕКОНОМІЧНА ЕФЕКТИВНІСТЬ ФУНКЦІОНУВАННЯ СФЕРИ ОСВІТНІХ ПОСЛУГ

Анотація

В статті представлено дослідження теоретико-методологічних та практичних аспектів оцінки соціально-економічної ефективності функціонування сфери освітніх послуг, а саме: узагальнено процес становлення освіти в якості об’єкта економічних досліджень, систематизовано існуючі методики визначення соціально-економічної ефективності функціонування сфери освітніх послуг, запропоновано систему показників оцінки ефективності сфери освітніх послуг, здійснено аналіз існуючих тенденцій та перспектив розвитку освітньої сфери в Україні, визначено основні чинники ефективності її функціонування, проведено оцінку ефективності функціонування сфери освітніх послуг в Україні, запропоновано прогноз деяких аспектів функціонування сфери освітніх послуг. Встановлено, що основою реалізації державної освітньої політики є розвиток інституційного середовища. Зроблено висновок що за умов незмінності дії зовнішніх чинників динаміка зростання рівня освіти найманих працівників, як одного з показників результативності функціонування системи освіти, суттєво не зміниться. Зазначено, що основними якісними змінами в освітній політиці України мають стати створення механізмів ефективного кредитування для здобуття освіти та перекваліфікації, інвестування освіти роботодавцями, залучення додаткових джерел фінансування освіти.

SOCIAL AND ECONOMIC EFFICIENCY FUNCTIONALITY OF EDUCATIONAL SERVICES SPHERE

Summary

The article presents the study of theoretical, methodological, and practical aspects of the assessment of the socio-economic efficiency of the functioning of the educational services sphere. The positive impact of education on socio-economic development has been proven and, given this, a number of countries in the world make priority funding for this area, material incentives for workers, actively implement educational development programs at the state and local levels, etc. With one of the highest levels of education in Europe, Ukraine is not characterized by high rates of economic growth and low standards of living. Therefore, there is an objective need to increase the level of efficiency of the functioning of the educational services. The article summarizes the process of formation of education as an object of economic research, systematic existent methods of determining the socio-economic efficiency of the functioning of the educational services, proposes a system of indicators for assessing the efficiency of the educational services sphere, analyzes existing trends and prospects for the development of the educational sphere in Ukraine, defines the main the factors of its functioning efficiency, an estimation of efficiency of functioning of the sphere of educational services in Ukraine, the forecast of some aspects of the functioning of the field of educational services. It was established that the basis of implementation of any variant of the state educational policy is the development of the institutional environment. It is concluded that in the conditions of the unchanged actions of external factors, the dynamics of the growth of the level of education of hired workers, as one of the indicators of the outcome of the functioning of the education system, will not significantly change. It is noted that the main qualitative changes in the educational policy of Ukraine should be the creation of mechanisms for effective lending for education and retraining, investment by education employers, and the attraction of additional sources of education funding. The article examines three possible scenarios for the further development of education: pessimistic, basic and optimistic, related to the state and processes of reforming the educational sphere, as well as the peculiarities of the economic and political life of the country. Pessimistic implies deepening the crisis in education, reducing the quality and availability of education, further reducing its competitiveness, increasing the gap between demand and supply of graduates specialty in the labor market, further reducing the share of education in economic growth. The basic scenario of development does not involve significant changes in the development of the educational sphere, but it involves a partial overcoming of negative trends. Optimistic implies a gradual development of the education system, a complete renovation of the material and technical base of educational institutions at the expense of public and private investments, quality of life, and the availability of education, which will bring the share of education in economic growth closer to the level of countries with a high level of social and economic development.
