ПОБУДОВА ЕФЕКТИВНОЇ СТРАТЕГІЇ УПРАВЛІННЯ ФІНАНСАМИ ОБ’ЄДНАНИХ ТЕРИТОРІАЛЬНИХ ГРОМАД
Анотація
Метою статті є окреслення факторів впливу на формування стратегії управління фінансами об'єднаних територіальних громад. У цьому контексті визначені позитивні наслідки від побудованої ефективної стратегії управління фінансами ОТГ. Встановлено, що побудова ефективної стратегії управління фінансами ОТГ є головним інструментом реалізації основних напрямів державної, регіональної та місцевої політики фінансового і соціально-економічного розвитку. Водночас окреслені принципи побудови стратегії управління фінансами ОТГ. В результаті дослідження запропоновано план дій з удосконалення стратегії управління фінансами ОТГ. Стратегія управління фінансами ОТГ дозволить менеджерам і громадянам активно планувати майбутнє, а не просто реагувати на події, які вже наступили. Обґрунтовано, що при побудові стратегії ефективного управління фінансами ОТГ актуальним елементом їхньої діяльності є залучення інвестицій із зовнішніх та внутрішніх джерел.

BUILDING AN EFFECTIVE FINANCIAL MANAGEMENT STRATEGY UNITED TERRITORIAL COMMUNITIES
Summary
For the effective and sustainable development of United Territorial Communities (UTC), there is a need to develop a CTA financial management strategy. Questions related to outlining the principles of building an UTC finance strategy, developing an action plan to improve the UTC financial management strategy, identifying the factors influencing the formation of a consolidated territorial community finance strategy, and finding positive consequences from implementing an UTC financial management strategy relevant.
Local government reform should ensure that local authorities are able to solve all local issues independently through their own resources.
The purpose of the article is to propose factors of influence on the formation of the strategy of managing the finances of the united territorial communities. In this context, the positive effects of an effective UTC finance management strategy are identified. Developing an effective UTC financial management strategy is the main tool for implementing the main directions of state, regional and local policies for financial and socio-economic development. At the same time, the principles of building an UTC financial management strategy are outlined.
As a result of the study, an action plan for improving the UTC's financial management strategy was proposed.
Adherence to the action plan of the developed UTC finance strategy will increase the authority of local governments, make their actions predictable and understandable for all residents; to awaken in the territorial community a sense of their involvement in decisions that are focused on the effective development of the territory; harmonize the interests of all local development actors; to determine, by consensus, the priority tasks of socio-economic development of the territory, measures for their implementation, sources of funding.
Therefore, an UTC finance management strategy will allow managers and citizens to actively plan for the future, rather than simply responding to events that have already occurred. It is established that attracting investments from external and internal sources is a relevant element of their strategy of effective management of finances.
