МОДЕРНІЗАЦІЯ ФУНКЦІОНАЛЬНОГО МЕХАНІЗМУ АГРАРНОГО СЕКТОРУ В УМОВАХ ДЕЦЕНТРАЛІЗАЦІЇ
Анотація
В статті на основі аналізу результатів дослідження трансформаційних змін, зумовлених процесом децентралізації публічної влади і публічних фінансів, нами визначено процес модернізації функціонального механізму аграрного сектору національної економіки як природно-еволюційного явища сучасного розвитку продуктивних сил і виробничих відносин. Цей процес зумовлює адекватне удосконалення функціонального механізму сільськогосподарського виробництва відповідно із змінами окремих елементів господарського, економічного і фінансового механізмів, а також державної політики, зокрема – мотиваційного її компоненту. Утворені об’єднані територіальні громади в сільській місцевості країни стали локальними осередками, розвиток яких здійснюється на основі активізації максимально повного використання сукупного потенціалу території – природних, матеріально-технічних і людських ресурсів, які капіталізуючись у процесі відтворення генерують додану вартість як фінансовий потенціал прогресивних змін в межах територіально-локальних осередків, які визначаються на основі демократичного самоврядування, фінансової самодостатності та функціонального механізму муніципального типу.

MODERNIZATION OF THE FUNCTIONAL MECHANISM OF THE AGRARIAN SECTOR IN DECENTRALIZATION CONDITIONS
Summary
In the article, based on the analysis of the results of the study of the consequences of transformational changes caused by the process of decentralization of public power and public finances, we defined the process of modernization of the functional mechanism of the agricultural sector of the national economy as a natural evolutionary phenomenon of the development of productive forces and industrial relations. It is determined that this process determined the adequate improvement of the functional mechanism as a set of methods, tools of management. They derive directly from the positive changes in the system of governance transferred to the administration of the united territorial communities, which in rural areas provide socio-economic development mainly depending on the successful functioning of agricultural production. It is established that the functional mechanism of the agrarian sector of the united territorial communities is being improved in accordance with the positive changes of the existing economic, economic and financial mechanisms, as well as the imperative of the state policy, in particular its motivational component. It is determined that the basis of the financial potential of territorial development is the reproductive process of the local territorial unit of the united territorial communities, where there is a capitalization of all resources available in this process – natural, logistical, human, monetary, etc. This aggregate capital of the territory generates added value, the share of which (with the exception of consumption) serves the financial potential of regional development, with the addition of state subsidies to it to finance investment projects. It has been established that under present conditions the development of united territorial communities can be carried out almost exclusively on the basis of endogenous potential. It is determined that the following indicators will have an effect the main indicators for further modernization of the functional mechanism of the agricultural sector: financial and economic stability of the entities of the united territorial communities; dominant of investment-innovative acceleration of development of agrarian sphere and improvement of investment-technological mechanism of its functioning; corporatization of industrial-economic and social-social relations of harmonization interests in the spheres of private, joint and public property, public authority and public finances. The implementation of the above is coordinated by the public system and the municipality of the territorial unit.
