СИСТЕМА УПРАВЛІННЯ ЯКІСТЮ НА ПІДПРИЄМСТВАХ ЦУКРОВОЇ ПРОМИСЛОВОСТІ: СТРУКТУРА, ЗМІСТ ТА ОПИС ПРОЦЕДУРИ ВПРОВАДЖЕННЯ
Анотація
У статті викладено досвід впровадження системи управління якістю на підприємствах цукрової промисловості, приведена структура, зміст та опис процедури її впровадження. Для забезпечення високої якості продукції та послуг підприємств цукрової промисловості потрібно сформулювати цілі підприємства на поточний рік або на кілька років та програму заходів по їх досягненню, розробити документовані процедури по управлінню ресурсами, кадрами, процесами закупівель, встановити вимоги до кваліфікації персоналу та організації підвищення кваліфікації, водопостачання та водовідведення, управління інфраструктурою та робочим середовищем тощо, розробити реєстри ризиків та загроз та плани по їх усуненню.
Для кожного підрозділу чи цеху підприємства мають бути встановлені ключові показники результативності, розроблені заходи та терміни по їх досягненню; проведено навчання для персоналу та ознайомлення зі стандартом, проведено внутрішній аудит по заздалегідь затвердженій програмі та графіку, розроблені заходи по усуненню невідповідностей; проведено аналіз діяльності та досягнень за поточний рік та розроблено план удосконалення діяльності.
Важливо правильно вибрати сертифікаційний орган та заключити договір для проведення сертифікаційного аудиту, провести сертифікаційний аудит та, в разі відсутності невідповідностей, отримати сертифікат.

QUALITY MANAGEMENT SYSTEM IN THE SUGAR INDUSTRY COMPANIES: STRUCTURE, CONTENT AND DESCRIPTION OF THE IMPLEMENTATION PROCEDURE
Summary
In today's environment, only those sugar refineries that are capable of constantly developing and maintaining the conformity of their products with international standards can be competitive in both internal and external sugar markets. The purchasers of products from the sugar industry are mostly renowned manufacturers of beverages and food products, for which it is important that the raw materials for their production are of high quality. This is evidenced by the certificates of conformity for sugar to the above standards.
By international standards, the quality and safety of products is influenced by the attitude of the enterprise to the environment, labor and social issues, energy management and conservation of resources, rationality in managing the enterprise. Certification bodies annually inspect sugar mills to comply with the requirements of these standards and, if significant non-conformities are found, may revoke the certificate, which is a significant reason for the sugar buyers to break the contract with us.
The article describes the experience of implementation of the quality management system in the sugar industry, gives the structure, content and description of the procedure for its implementation. To ensure the high quality of products and services of the sugar industry, it is necessary to formulate the goals of the enterprises for the current year or for several years and a program of measures to achieve them, to develop documented procedures for the management of resources, personnel, procurement processes, establish the requirements for staff qualification and training organization, water supply and sewerage, infrastructure and work environment management, etc., develop risk and threat registers and plans to address them.
For each unit or workshop, key performance indicators, measures and timelines for achieving them must be established; staff training and familiarization with the standard, internal audit on a pre-approved program and schedule, and measures to eliminate nonconformities; the activity and achievements for the current year are analyzed and the plan of activity improvement is developed.
It is important to properly select the certification body and contract for the certification audit, conduct a certification audit and, in the absence of any discrepancies, obtain a certificate.
