КОНЦЕПТУАЛЬНІ ОСНОВИ ДОСЛІДЖЕННЯ МІГРАЦІЙНОЇ АКТИВНОСТІ НАСЕЛЕННЯ

Анотація

Уточнено поняття міграційної активності населення та його співвідношення з поняттям міграції. Розроблено модель потенційної міграційної активності, що включає три рівні: міграційна установка, прийняте рішення щодо міграції та підготовка до здійснення міграційного переміщення. Проаналізовано соціологічні опитування щодо проблем потенційної міграції, проведені провідними інституціями України. Запропоновано логіко-структурну схему дослідження потенційної міграційної активності, що дозволяє вивчити типи міграційної активності залежно від її рівня та ступеня вираженості міграційних прагнень особистості. Це може послужити методологічною основою для проведення соціологічних досліджень з цієї проблематики та забезпечить грамотну інтерпретацію їх результатів. Крім того, ідентифікація різних рівнів потенційної міграційної активності дозволить розробити відповідні заходи державної міграційної та соціально-економічної політики з метою оптимізації міграційної ситуації в Україні.

CONCEPTUAL BASIS OF THE POPULATION’S MIGRATION ACTIVITY RESEACHES

Summary

This article provides the author’s methodological approach to the study of a population’s migration activity. In particular, the definition of “migration activity” and its relationship with “migration” is specified. “Migration activity” is a wider notion. It means not only territorial movement of population between settlements, but also decision-making, preparation for such movement, as well as processes of adaptation in the host society, return and reintegration. Thus, a realized and unrealized (potential) migration activity is distinguished. The theoretical and methodological basis of the realized migration activity investigation is well developed. At the same time the conceptual basis of potential migration activity needs to be improved. The model of the potential migration activity is proposed. It includes three levels: migration desires (attitudes), decision to migrate and preparation for migration.
The sociological surveys on problems of potential migration, conducted by the leading institutions of Ukraine, are analyzed. The surveys’ results show a high level of population’s migration desires. But these surveys are not comprehensive and highlight only some aspects of the migration activity problem.
A logical and structural scheme of the potential migration activity investigation is developed. It involves not only studying of its three main levels but also allows identification of types of potential migration by the degree of expression of the migration desires of individuals (poor, moderate and strong). In other words, three levels of potential migration activity and three levels of expressed readiness to migrate create a potential migration activity typology. The most acceptable type is when individual would like to migrate for a short period. And the most risky (in terms of migration losses) type is characterized by preparation to leave abroad for permanent residence.
The methodological approach, covered in the article, is the basis for conducting sociological researches on these issues and provides a competent interpretation of the sociological results. In addition, the identification of different levels and types of potential migration activity will allow the development of appropriate measures of state migration and socio-economic policy in order to optimize the migration situation in Ukraine.
