Анотація
Сучасний адміністративний менеджмент потребує нових підходів та адаптації існуючих та нових методів управління. Методи управління загальними ресурсами громади є недостатньо вивченими. Актуальність їх оновлення та формування нових механізмів управління обґрунтовано процесами децентралізації. Одною з проблем в управлінні ресурсами громади є недостатній контроль та моніторинг змін стану ресурсів громади, узгодження роботи різних інституцій. Механізми управління ресурсами громади містять модулі використання, збереження та відтворення ресурсів. Розвиток різних видів ресурсів здійснюється невідокремлено, а в чіткому взаємозв’язку між ресурсами. Проблемою є дублювання та неузгодженість функцій моніторингу та контролю різних інституцій. Крім того, виявлені проблеми використання та відтворення ресурсів залишаються тільки виявленими. Вони не візуалізуються в стратегіях розвитку територій та громади. Ідеальна модель механізму управління ресурсами громади – єдина екологічна система управління ресурсами громади, в якій задіяні всі інституції державного управління, самоврядування, партнерства різних організацій. Механізм управління є основою для формування такої системи. Аналіз існуючих інформаційних систем управління в м. Вінниці та Вінницької області дозволяє зробити висновок щодо їх фрагментарності. Відсутність інтеграції роботи різних інституцій, прозорого представлення стану наявних ресурсів, відсутність стратегічних напрямів розвитку громад відповідно до ресурсів ( природних, людських, інвестиційних тощо) – головні акценти, на які необхідно звернути увагу для запровадження сучасної системи управління ресурсами території та громади.

METHODS AND MECHANISMS OF TERRITORIAL COMMUNITY RESOURCE MANAGEMENT
Summary
Modern administrative management requires new approaches and adaptations of existing and new management methods. The methods of managing the community's common resources are poorly understood. The relevance of their renewal and the formation of new governance mechanisms is justified by decentralization processes. One of the problems in managing community resources is insufficient to control and monitoring of changes in the state of community resources, coordination of work of different institutions. Community resource management mechanisms include modules for using, storing, and reproducing resources. The development of different types of resources is made in a clear relationship between the resources. The problem is the duplication and inconsistency of the monitoring and control functions of different institutions. In addition, identified issues of resource use and playback remain solved. They are not visualized in territorial and community development strategies. The ideal model of a community resource management mechanism is a single ecological community resource management system. This model contains all institutions of public administration, self-government, partnerships of different organizations. The control mechanism is the basis for the formation of such a system. Analysis of the existing management information systems in Vinnytsia and Vinnytsia region makes it possible to conclude that they are fragmentary. Lack of integration of work of different institutions, transparent presentation of the state of available resources in the development strategy, lack of strategic directions of community development according to resources (natural, human, investment, etc.) are the main accents that need to be paid attention to the introduction of a modern system of managing the resources of the territory and the community. The mechanism for managing the resource potential of a local community involves the use of composition and decomposition methods. This is done for the analysis of each type of resources and its positioning in the community development strategy is formed. The presented general schematic diagram of the mechanism allows to see the connection between resources, goals and management technologies. This approach is more resource oriented and allows them to monitor and control each type of resource. The proposed tables can be the basis for analyzing the state of resource potential of any territorial community and formulating a development strategy.
